The Prime Ministerial Decree (DPCM) concerning the transitional planning of the inflow of non-EU workers for seasonal work in Italy for 2015 is currently being published.

The Decree – which provides for a maximum entry quota of 13,000 foreign citizens residing abroad, to be distributed among the regions and autonomous provinces by the Minister of Labor and Social Policies – establishes that the entry of non-EU seasonal workers from Albania, Algeria, Bosnia-Herzegovina, Korea (Republic of Korea), Egypt, the Former Yugoslav Republic of Macedonia, the Philippines, Gambia, Ghana, India, Japan, Kosovo, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Senegal, Serbia, Sri Lanka, Ukraine, and Tunisia is permitted (Article 1, paragraphs 1 and 2).

Furthermore, the same provision, within the quota of 13,000 units, reserves (art. 1, paragraph 3) a quota of 1,500 units for non-EU workers, citizens of the countries indicated in paragraph 2, who have entered Italy to perform seasonal subordinate work for at least two consecutive years and for whom the employer submits a request for a multi-year authorization for seasonal subordinate work.

The aforementioned quota of 13,000 units (of which 1,500 are reserved for requests for multi-year seasonal permits) will be distributed by the Minister of Labor and Social Policies to the Territorial Labor Directorates via a subsequent circular, based on the needs identified through consultations conducted at the local level with the Regions, social partners, and trade unions.

APPLICATION PROCEDURE AND FORMS

Applications for seasonal work permits can be submitted, as in previous years, only online.

The procedures for user registration, submitting applications, and checking the progress of the application are identical to those in use for some time and can be found on the Ministry of the Interior's website (www.interno.gov.it).

In this regard, it is specified that, within the same quotas, the possibility of submitting applications for workers belonging to nationalities not included in the list indicated in Article 1, paragraph 2, who have already entered Italy for seasonal work in previous years is confirmed. These citizens, pursuant to Article 24 of the Immigration Act and Article 38 of the Implementing Regulation, acquire priority for re-entry into Italy for seasonal work the following year.

APPLICATIONS CAN BE SUBMITTED FROM 8:00 AM ON THE DAY FOLLOWING THE PUBLICATION OF THE DECREE AND UNTIL 12:00 PM ON 13 DECEMBER 2015.

FROM 9.00 AM ON MAY 5TH THE APPLICATION WILL BE AVAILABLE FOR COMPLETING THE APPLICATION TO BE SUBMITTED WITHIN THE ABOVE-MENTIONED TIMES
