WHAT SOCIAL POLICY DO WE WANT? FOR OUR FUTURE?

The Regional Fund and the National Fund for Non-Self-Sufficiency serve to finance social and health services aimed at people who are not self-sufficient and those who care for them.

The establishment of the Fund has the objective of consolidating and qualifying existing services, but also of developing new responses and interventions especially in the area of the homes of non-self-sufficient people and those with very serious disabilities. Another strategic objective of the Fund is that of equal access to services by all citizens of the region.

In order to maintain the resources of the Regional Fund, the Central North District Committee has chosen a policy of cuts.

The year 2015 will see on the one hand 35 fewer beds in agreement in accredited nursing homes, and on the other a 20% cut in the provision of care allowances, a fundamental tool for home care.

Faced with a significant demand for assistance, instead of thinking about a possible reorganization of services that does not put families in difficulty, the recipe that has become very fashionable in recent years is applied, that of CUTS!!!

For us, these political choices are unacceptable and we believe that this should not be the path to take, just as we cannot think of using the new ISEE to reduce benefits instead of redistributing them with fair criteria.

“On December 1st, public service workers will cross their arms, giving continuity to the mobilization and demonstration of November 8th”. The decision was announced by Francesco Scrima, coordinator of the Cisl Lavoro pubblico categories, who confirms “the request to the Cgil and Uil federations to converge on the date for an action that represents the natural continuation of the unitary action implemented so far”.
The strike, proclaimed for the whole day of Monday 1st December, will involve both public sector workers and private sector workers who work for public services: “We will take to the streets against the indifference of the national, regional and local governments to sacrosanct demands that concern workers and citizens: renewal of employment contracts, relaunch of integrative bargaining, reorganization of administrations, of state bodies, true innovation in schools and public services, certainties for precarious workers and an end to contractual dumping in the private sector”.
But the action on which the Cisl is calling all public work federations to rally does not stop at the strike: "From now until December 1st, a social mobilization will begin in all territories and workplaces: the goal is to put our welfare system in a position to run and support people and communities in their greatest moment of need. Education, health, social security, assistance, security, research, employment services... cannot be changed with announcements and online consultations. Public service workers are the first to really want to innovate them. And they demand not only respect and recognition of their dignity, but also to put their professionalism and skills at the service of change for the country".

The new hiring plan of the USL company provides for one new hire for every four retirements in light of the recent inclusion of a lawyer in the company organization chart and new management appointments.

It is clear that the new structure will penalize the service to the user in the face of the decrease in nursing and auxiliary staff who provide their services directly to the person.

Salaries have been frozen since 2009 and the additional salary is also frozen, while seniority increases in schools are frozen.

Asking employees to make sacrifices is an easier choice for the Government than structurally rethinking the organization of public administrations and public services, which often cause an overabundance of management compared to the rest of the staff. There is no distribution of sacrifices, it is not rewarding for the staff, and it affects the services provided to citizens.
