<div dir="auto">Filt-Cgil, Fit-Cisl, Uiltrasporti, Faisa Cisal and FN UGL Autoferrotranvieri announce that the draft agreement of the Company Contract of TPER SpA was signed yesterday evening.</div>
<div dir="auto"></div>
<div dir="auto">The agreement is an important result achieved after many years in which the major changes that have affected the public transport sector and the significant cuts to transfers from the State had until now prevented a positive conclusion to the discussion.</div>
<div dir="auto">The agreement comes after months of negotiations and will apply to personnel in the rubber and railway sectors, who will receive a one-off payment covering the years 2016 and 2017. To confirm the centrality of the labor factor in achieving company objectives, a new reward system is also being established and an adjustment in the number and value of some allowances and the updating of some contractual articles relating to work organization and personnel management have been agreed upon. The agreement does not, however, provide for increases in the working hours of all personnel.</div>
<div dir="auto"></div>
<div dir="auto">The achievement of this result will allow us to concentrate from now on on the path started in the past years and related to the corporate aggregation of the companies currently existing in the regional territory that should lead to the creation of the single regional company, a path that for the trade unions, must necessarily be accompanied by the definition of an adequate social clause to guarantee full employment protection.</div>
<div dir="auto"></div>
<div dir="auto">The trade unions communicate that the draft supplementary agreement will be submitted to the staff for approval through a referendum for which the dates and operating methods are being defined.</div>

<p>“SECOND LEVEL BARGAINING and INDUSTRIAL RELATIONS, WELFARE, UNION RECOGNITION, ECONOMIC DEMOCRACY, which revolves around HUMAN CAPITAL, ultimately revolves AROUND US.</p>
<p>In reality, these &quot;big words&quot; that I read travel within the CISL network, the FIT, until they reach the daily actions we implement in the territories with our representatives/delegates and are concretized in the company agreements that we bring home.</p>
<p>Proof of this is the results achieved through negotiations at various levels, from the contract renewals obtained in the last two years (Autoferro, ANAS, Mobility – Railway Activities, Car Rental, Environmental Hygiene ... car rental, driving schools, Enav taxis), to the countless company agreements reached in the companies that encompass the FIT CISL contractual areas in the Ferrara area.</p>
<p>We&#039;ve done a lot of work together over the years, but there&#039;s still a lot to do, because, after all, &quot;he who stops is lost.&quot;</p>

										<content:encoded><![CDATA[<p style="text-align: left;">After a negotiation between the Tper company and the trade unions Fit Cisl, Filt Cgil, Uiltrasporti,<br />
Faisa Cisal and Ugl autoferrotranvieri lasted many months, we reached the strike. Every other<br />
the attempt made did not lead to the desired results.<br />
The discussion started with the expiry of the public transport service contract for the basin<br />
of Ferrara and the forecasts for closing the 2014 budget with a deficit of 1 million Euro.<br />
The Board of Directors of Tper has decided not to sign a loss-making contract and has<br />
raised the issue of how to recover the budget balance. The proposals put forward by the top<br />
companies have obviously been to act on the staff by handing over part of the service to private individuals<br />
and the consequent transfer of 40 drivers to Bologna. To the detriment of moving the work to personal<br />
with lower economic treatment and fewer guaranteed rights, the mockery of the<br />
transfer of drivers not for lack of work but to save the company money.<br />
The trade unions contested this hypothesis and, when called into question, brought forward proposals<br />
on rationalisations that would not have such a heavy impact on drivers, ALL REJECTED BY<br />
TPER! The company has even proposed changes to the shifts of travelling staff, with<br />
increase in driving times contained in shifts.<br />
The negotiation led to damage limitation, reaching an agreement on incentivized exodus<br />
of personnel close to retirement and voluntary transfers to Bologna, these too incentivised.<br />
We managed to obtain a small increase in the price paid by the municipalities of the Province for the<br />
public transport, a fee still very low and often not paid by the Authorities in the past<br />
Local. Unfortunately, the reality remains of a catchment area that, despite the increase in passengers<br />
transported and ticket and season ticket sales, continues to be heavily penalised by<br />
political choices that over time have not favored its development, but rather have facilitated it<br />
private transport, a highly anachronistic trend for the times we are living in. Among the latest<br />
unfortunate choices of the Municipality of Ferrara, there was that of closing the ticket office of Rampari S.Paolo<br />
to grant the building to a bar, leaving travellers without the possibility of staying for several months<br />
purchase travel tickets on site and still without a waiting room or toilets.<br />
In the end, the service contract was extended and Tper closed the 2014 financial year with a profit of €<br />
2,600,000, but this does not seem to count and Ferrara continues to be pointed out as a basin in<br />
loss, even within a single profitable company. The consequence is that from 1 October 8 shifts in<br />
province were sold to private companies and 8 drivers have since then been forced to<br />
day to come to work in Ferrara even from Comacchio and Codigoro, with all the inconveniences that this entails<br />
result. The contrary opinion of the trade unions, which reject the logic of always doing<br />
pay workers the price for questionable management and political choices that go against common sense.</p>
<p style="text-align: center;">FIT-FILT-UILT-FAISA-UGL have jointly proclaimed<br />

										<content:encoded><![CDATA[<p>As is known, in May the cooling procedures were started as a result of the<br />
outsourcing of 2 shifts of the S. Maria Codifiume terminus that Tper decided without having informed<br />
trade unions.<br />
Now, as the winter service approaches, the Company has called a meeting of the unions to highlight the<br />
own proposal to cede 8 shifts, including the 2 already at “La Valle”, to be presented at the Board of Directors meeting<br />
for approval. This decision would be the culmination of the negotiations started to stem the deficit of<br />
€1,000,000 of the Ferrara TPL basin.<br />
Despite the attempt by the company&#039;s top management to praise themselves for having reached a subcontract of only 200,000<br />
km, the solution does not appear acceptable, combined with cuts of 45,000 km that Ami will operate on extra-urban routes,<br />
because it would cause significant inconvenience to the staff who would have to face long transfers every day<br />
from home to the Ferrara warehouse and to new impoverishments of work, once again handed over to personnel<br />
less expensive.<br />
Given that the decision is up to the Board of Directors and that for now nothing is certain, Fit Cisl remains<br />
of the opinion that the state of agitation should be confirmed and carried forward, as it is our only instrument of<br />
possible fight. This even in the face of a newly installed Board of Directors with a member from Ferrara, from<br />
which we would like to expect help for the TPL that the Public Bodies have long demonstrated to consider<br />
just a weight.<br />
The only positive note was Ami&#039;s U-turn on the Istat adjustment, €160,000 that the Agency wanted to withhold from<br />
Tper but has instead decided to pay them partially.<br />

										<content:encoded><![CDATA[<p>Cisl Ferrara together with the territorial categories FIT (Transport and Environment Federation) and FEMCA (Chemistry and Energy Federation) of Ferrara are holding, in these days, assemblies addressed to the workers of AREA and CMV to update them on the progress of the merger project. In our opinion, the aggregation plan between the two companies Area and Cmv, outlined in 2014, aims at an ambitious goal that, if it respects the essential conditions, will allow this new MULTIUTILITY both to keep the contract of the hygiene-environmental service in trust for a further 15 years, and an employment stability that will even aim at new hirings, as declared by the competent institutions.<br />
A project that intersects waste and energy, which currently sees the participation of 22 municipalities of Ferrara, with the hope according to CISL, FIT and FEMCA of Ferrara, that the Municipality of Ferrara will also be involved. We are firmly convinced that in such a delicate moment for our country, an aggregation project could allow a MULTIUTILITY of this size to better withstand the challenges of the market.<br />
The essential conditions to be guaranteed – according to CISL, FIT and FEMCA of Ferrara – are:</p>
<p>1. maintaining jobs with the same protections as today, therefore with the correct application of the relevant CCNL;<br />
2. the confirmation of existing fixed-term contracts, perhaps converting them to permanent contracts with the application of the new rules, thus guaranteeing good employment for temporary workers and at the same time allowing the Multiutility to benefit from the related government tax breaks;<br />
3. guarantee efficient services to citizens at low costs, which affirm the social equity of public service throughout the province of Ferrara;<br />
4. offer existing services integrated with new services (such as PAP – door-to-door) that promote new production chains, therefore more waste recycling and energy renewal activities.</p>
<p>As CISL, FIT and FEMCA of Ferrara we are waiting to get into the merits of the project, to make a careful analysis of the Industrial Plans that will be provided to us at the next meeting with the institutions and the Companies involved scheduled for June 3rd. Only with data and numbers in hand, with established times and methods could we get into the merits of the discussion and understand the &quot;goodness&quot; of the project and the true corporate mission; ready to share a framework agreement that contains all these assumptions.</p>

										<content:encoded><![CDATA[<p>On April 27th Tper called a meeting with the trade unions in view of the April 30th expiry of the extension of the<br />
service contract and to complete the series of meetings over the last few months.<br />
The company representatives came forward with the report of the savings forecasts due<br />
to the measures to be implemented in the near future, for a total of €650,000. The intention<br />
expressed, in order to reach the target of €1 million, not to proceed<br />
to the outsourcing of part of the service, was to modify the personnel regulations<br />
traveling. This would achieve the necessary further savings.<br />
Very briefly, it would be a reduction of the additional times now foreseen by the exacft legislation,<br />
reducing them from 26′ to 9′, while simultaneously creating a unique rotation in the warehouse<br />
of Ferrara, instead of the current 4+1 and 6+1. We remind you that the additional times contribute to the<br />
determination of work performance, which would remain unchanged at 6.46 on average, but<br />
obviously by reducing the additional times, which are not driving, the time would be increased<br />
actually spent behind the wheel. These measures would result in a reduction of 3 shifts<br />
in Ferrara and 2 in the extra-urban area, without paying anything in return, e.g. days of rest,<br />
as would have been done with the ATC harmonization proposal of a few years ago rejected by<br />
referendum.<br />
Obviously the trade unions totally rejected such a proposal and recalled that the agreement of the 4th<br />
February was expected to cover the debt over a 2-year period and not all in 2015 as it would have been<br />
company&#039;s claim. It was also asked again to count the additional savings of 2015 in<br />
following the drop in the price of diesel, the number of buses and related depreciation, etc. Faced with the<br />
our refusal Dr. Garavina stated the impossibility of signing the service contract without<br />
such agreement.<br />
So the extension was not signed but the unions were called again on May 12th and<br />
they were again asked to support the change in company regulations, under penalty of<br />
the outsourcing of 600,000 km. The trade unions have at this point reserved the right to hear the opinion of the<br />
workers and a draft agreement has been prepared, the text of which will be circulated at the assembly<br />
which will take place on 20/05. Despite all the organizations having expressed a negative opinion on<br />
to affect the legislation and the proposed text did not satisfy, after some changes with our great<br />
Surprise, everyone signed the pledge.<br />
THE FIT CISL DID NOT DEEMED IT APPROPRIATE, IN CONSISTENCY WITH THE POSITION<br />
PREVIOUSLY TAKEN, SIGN THIS DOCUMENT.<br />
The content would engage the company and the unions in a discussion to change the legislation, but in<br />
lack of agreement, would authorize the company to intervene on shifts, hours and rest periods, even in derogation<br />
ITALIAN TRANSPORT FEDERATION<br />

to the legislation, to achieve the objective of reducing the 5 driving shifts. In light of this, Tper has<br />
committed in writing by placing a maximum limit on the outsourceable kilometers until 2019.<br />
Failure to sign led to the exclusion of our acronym from the assembly on the 20th.<br />
May, so we are forced to call one for Monday 18th in which we will explain the reasons<br />

<p>First of all, the transfer incentive is quantified, which will be 10,000 euros net for the period from September 2015 to December 2018. The return to Fe is guaranteed after this period. In the first 2 months, the travel allowance of 46.48 will be paid and in the third month the remainder will be in the paycheck. The total amount will be subject to separate taxation. It will not have to be returned in the event of early resignation. Those who have at least 5 years of seniority in the company can be transferred. If not all have been transferred in September, the period will be postponed by the corresponding number of months (Dec 15 – March 19, for example). There is no guarantee that the Ferrarese warehouse will be able to absorb all the transfers (the most convenient for those coming from Ferrara), but the company will inform itself in the next few days of the potentially available positions. The method adopted will be that those who sign first get the positions…</p>
<p>The training will be time-based, so you probably won&#039;t be trained on all the lines but only on the main ones, given the limited time you&#039;ll be there. For those who don&#039;t have the E, it could be an opportunity to attend the course and get it.</p>
<p>Those who move acquire the Bologna regulations in full, 90 rests, allowances and production bonus included. Upon returning, they return to the starting situation or, if modified, the one that will be in use at the time in Ferrara.</p>

The Head of Personnel TPer – Dr. Garavina requires the mandatory presence of a union representative at the time of signing: those who asked to be able to do without because they are not registered have received a negative response.</p>
<p>In this regard, it is recalled that the transfer of personnel to Bologna was approved by the Trade Unions only as a residual solution after having already implemented all other strategies to recover the missing million euros for the Ferrara basin&#039;s budget balance. This is because losing drivers in Ferrara means handing over service to private individuals, a measure that they would like to use as little as possible or not at all.</p>

										<content:encoded><![CDATA[<p>On February 4, 2015, FIT CISL Ferrara, together with other trade unions, met with the Ferrara TPER company, the Municipality and Province of Ferrara, and AMI to continue negotiations regarding the procedures for extending the service contract for the management of local public transport in the Ferrara area.</p>
<p>After extensive discussion and debate, we have reached an agreement on the objectives to be achieved that will allow us to safeguard the Public Transport Company by avoiding competitive tendering procedures.</p>
<p>Among the highlights contained in the shared minutes, we signed:</p>
<ul>
<li>incentives for leaving staff who are about to leave;</li>
<li>the possibility of carrying out <span style="text-decoration: underline;">Alone</span> voluntary transfers of resources to other facilities/sites/depots outside the Ferrara province basin with incentives;</li>
<li>full payment of the performance bonus to all workers;</li>
<li>the commitment of the Municipality and the Province of Ferrara to find financial resources to invest in public transport for its recovery in the area;</li>
<li>the commitment of the signatory trade union organizations to provide a constructive contribution to increasing profitability;</li>
<li>The company&#039;s commitment to developing projects to revitalize local public transport in Ferrara (preferential lanes, intermodal parking lots, etc.)</li>
<li>Ami and TPF/T&#039;s commitment to adapting the service program to community demands.</li>

										<content:encoded><![CDATA[<p>On January 20, a meeting was held between the Trade Unions, Tper, Ami, the Municipality of Ferrara and the Province of Ferrara to follow up on the discussion that began at the end of 2014 with the company&#039;s announcement that it wanted to transfer 40 drivers to Bologna.</p>
<p>To summarize what was discussed above, Tper has declared itself unavailable to sign the renewal of the Ferrara public transport service contract, now expired on 31/12/2014 and to be renewed until 2019 in order to go to tender together with the territory of Bo, if an agreement is not first signed with the Trade Unions to recover from the deficit of 1 million Euro that remains on the management of transport in the Ferrara area. The recovery could occur, according to the company, through the transfer of 1 million km to private companies, given that the difference between internal and external management costs paid to private companies is 1 Euro/km. Tper has therefore proposed to transfer 40 drivers to Bologna, i.e. those who would be redundant as a result of this transfer, but the unions immediately refused to endorse the transfer and, possibly, also the transfer of km, but have asked that alternative measures be adopted.</p>
<p>The Trade Unions also reiterated that they have been raising the issue of traffic for some time and are waiting for measures in this area that could lead to an increase in commercial speed and therefore to a decrease in the cost of the service. At the same time, they recalled that there are other issues upstream that need to be evaluated in terms of their impact on the budget, such as</p>
<ul>
<li>the drop in the price of diesel;</li>
<li>the costs of Ami, which is still in operation despite the regional law provision for the merger of agencies that was to be implemented by 2013;</li>
<li>the contribution that the Municipalities of the Province pay for the public transport service, which is only 5 cents/km;</li>
<li>the tax credit received by Ami and transferred by it to the owner bodies (Municipality and Province), which could have been used to finance the Tpl instead of partially repaying the Province&#039;s negative budget and for social investments, in particular for the nursery schools of the Municipality of Ferrara.</li>
</ul>
<p>On this last point, Ami specified that the Agency was also created to recover VAT, which is not permitted to Local Authorities, therefore the withdrawal of 3 million Euros from the budget by the owning Authorities is a necessary act.</p>
<p>The mid-December meeting concluded with a meeting report certifying the commitment of all parties to identify alternative solutions that avoid the risk of transfers. This report was necessary to justify the contractual vacancy after 12/31, otherwise the procedures for the tendering of the Ferrara basin service would have had to start.</p>
<p>At the next meeting between the unions and the company, the need for transfers was reduced to 25 units, of which 15 from September 2015 and the remaining 10 from September 2016, given that the company has estimated that another 15 people will already be missing due to retirements and incentivized departures (Tper considers units useful for pursuing the goal not only drivers but any employee in the Fe catchment area, including those employed in the offices or in the workshop or yard, who will no longer be on the payroll).</p>
<p>The Trade Unions have declared their agreement to the voluntary incentivized exodus for those close to retirement and have asked for more precise information on the company proposal to be addressed to potential interested parties.</p>
<p>Coming to the report of yesterday&#039;s meeting, the unions reiterated that the burden of shortcomings of company management and local authorities must not be borne by the drivers, therefore any proposal for transfer is rejected.</p>
<p>The Municipality and Province have instead reiterated that there are no additional resources available to invest in local public transport; only the Municipality of Fe has added 100 thousand Euro to its contribution for the public service, while most of the other Municipalities have not yet presented a budget forecast for 2015. The latter&#039;s agreement to provide 5 cents/km remains, which many have not even paid for 2014. According to the Local Authorities, the path implemented since February 2013 is evidence of the effort made for the sector, with resources for the service at the Cona hospital (such as 100 thousand Euros from the Municipality and 250 thousand from the Province) and an increase in the cost of the ticket from 80 cents to Euro 1.30, which have prevented greater cuts than those actually made to the service. The Province has declared its agreement on the restructuring of the city&#039;s road system to improve the service, which should have been addressed some time ago.</p>
<p>Tper informed those present that the estimate of the 15 units to be transferred comes from the future retirement of 15 drivers in the Bo basin by September 2015. It also declares its willingness to cede the km to Sst instead of to private companies, so as to be able to recover them in the future in the event of now unforeseeable revenues that improve the situation. Obviously, however, the decision will be up to Tpf, which has the right to decide on the assignment.</p>
