<p>Rome, November 6, 2023 – A strike is also expected in December for workers in the tourism industry awaiting the renewal of the national contract that expired in 2018, involving over 200,000 employees of large hotel chains and tour operators. The strike—with the proclamation of a state of strike, a ban on any form of flexible working hours, and a demonstration scheduled for the coming weeks—is being announced by the sector unions Filcams Cgil, Fisascat Cisl, and Uiltucs.</p>
<p>Paid union meetings will be held immediately in the workplace to update workers on the outcome of the negotiations and the unacceptable positions taken by the trade unions AICA and Federturismo-Confindustria, which are currently preventing the achievement of a decent renewal agreement for those working in the sector.</p>
<p>&quot;More than four years after the expiration of the Tourism Contract signed by Aica-Federturismo Confindustria,&quot; the joint union statement reads, &quot;the same employers&#039; associations that signed the contract refuse to engage in a full discussion on wages aimed at renewing the contract.&quot;</p>
<p>The document emphasizes that &quot;the sense of responsibility assumed by workers throughout the summer period, characterized on the one hand by heavy workloads and on the other by attempts to reach a resolution to the negotiations, was also disappointed at the last meeting held on October 30, 2023.&quot;</p>
<p>&quot;Wage demands, aimed at securing contractual increases in line with inflation as measured by the HICP, have been completely ignored,&quot; is the unions&#039; attack, which also criticizes the failure to comply with the inter-confederal agreements signed in 2019, which established &quot;a functional link between the remuneration of workers and the HICP index.&quot;</p>
<p>&quot;The negotiations conducted in recent months,&quot; the union statement continues, &quot;have primarily concerned regulatory aspects, over which some uncertainties currently remain. However, the unions believe this should not jeopardize the outcome of negotiations regarding economic aspects, knowing that in 2022, as well as throughout 2023, inflation has severely eroded the purchasing power of those working in the sector.&quot;</p>

<p>Rome, November 3, 2023 – Workers in public establishments, collective catering, commercial catering, and tourism will also be on strike in December. The strike, called by the sector unions Filcams Cgil, Fisascat Cisl, and Uiltucs, is motivated by the failure to renew the national contract, which expired in 2021.</p>
<p>The protest, which began with the proclamation of a state of strike and the calling of paid union meetings in the workplace, will be supported by a freeze on all forms of flexible working hours and a national initiative to be held in the coming weeks at a date and location to be determined. Over 1 million workers are involved in the dispute, employed by 330,000 businesses in the sector, including bars, restaurants, fast food outlets, pastry shops, canteens, company stores, and companies supplying prepared meals and canteens, which operate primarily under contract in hospitals, schools, factories, and offices.</p>
<p>The unions are pointing the finger at the delaying attitude of the employers&#039; associations that signed the national sector bargaining agreement—Fipe, Angem, Legacoop Produzione e Servizi, Confcooperative Lavoro e Servizi, and Agci Servizi—which currently prevents the reaching of a decent renewal agreement for those who work in the sector.</p>
<p>&quot;The sense of responsibility with which Filcams, Fisascat, and Uiltucs have approached discussions on issues relating to the regulatory scope of the National Collective Bargaining Agreement in recent months,&quot; a joint union statement reads, &quot;has left room for diverse reflections, especially at the last meeting, where the employers&#039; associations proved deaf to the demands of over a million workers in the sector.&quot;</p>
<p>&quot;In addition to refusing to recognize union demands for wage increases calculated based on the inter-confederal agreements signed by the parties and in line with the calculation of inflation measured by the HICP index, net of imported energy products,&quot; the joint statement continues, &quot;the employers&#039; associations have put forward several proposals that risk having a significant impact on workers&#039; wages.&quot;</p>
<p>In particular, the unions firmly reject the demands put forward by their counterparts regarding &quot;seniority increases, reductions in ROL, neutralization of the effects of increases on the thirteenth and fourteenth month&#039;s pay, reduction of the sick leave period in the accident-to-sickness ratio, revision of notice periods, and apprenticeships,&quot; just some of the unacceptable proposals presented to the negotiating table. &quot;These demands sound like yet another humiliation inflicted on workers!&quot; is the unions&#039; attack, criticizing the position of employers&#039; associations, &quot;blind to the wage emergency currently underway in our country; a real emergency that is severely compromising the wages of workers in this sector. Added to all this is a worrying breakdown within the employers&#039; associations that signed the contract, which we believe should not and cannot be paid by others. This situation requires a clear response.&quot;</p>
<p>&quot;Over a million workers,&quot; the union statement concludes, &quot;cannot submit to the demands of employers&#039; associations that view the renewal of the National Collective Bargaining Agreement as a variable dependent solely on their own economic and organizational interests, demonstrating complete indifference to the needs and concerns of those who have given so much over the years to both businesses and the country.&quot;</p>

										<content:encoded><![CDATA[<p>The fatal accident that occurred to Yaya Yafa inside the Bologna Interporto presents us with a problem that has become a plague to be treated in our production and service system.</p>
<p>There is a lack of investment and controls along the production chain. Clients often do not control decentralisation, contracting and subcontracting which involve the presence of workers who do not have adequate safety training and lack training/support appropriate to the activities they have to carry out.</p>
<p>In order to reduce accidents at work and avoid their dramatic consequences, the process of strengthening inspection services must be accelerated, sanctions against non-compliant companies must be intensified, the right of workers and their representatives to negotiate working conditions with a view to containing professional risk must be recognized.</p>
<p>It is necessary to carry out an in-depth examination of the situation at the Interporto as in many workplaces and in particular in complex, highly labour-intensive sites, involving the top management and all institutional levels responsible for ensuring safety and health in the workplace.</p>
<p>The social price that is being paid due to the quantity of accidents is unacceptable and unsustainable for any community and throughout the region we must find the strength to react and highlight the causes that are at the root of accidents at work.</p>
<p>It is a priority to put Work and the Person who works back at the center.</p>

										<content:encoded><![CDATA[<p>More than 350,000 workers in the modern retail trade and cooperative distribution sectors will be on strike. The strike, called jointly by the sector unions Filcams Cgil, Fisascat Cisl, and Uiltucs, is aimed at pushing for progress in the negotiations for the renewal of the national labor contracts.</p>
<p>The approximately 300,000 workers employed throughout Italy in modern retail distribution have been waiting four years for the finalization of their first national labor agreement. Negotiations with the national trade association Federdistribuzione have been stalled for nearly a year, having unilaterally decided, in July 2017, to award pay raises far below the agreed-upon national agreements already renewed with trade associations Confcommercio and Confesercenti.</p>
<p>According to the union press release issued to workplaces, Fisascat Cisl states that &quot;the problems of large-scale retail workers are not solved with unilateral payments, but with agreements signed by the parties that establish common and structural rules for the category and the sector, while also taking responsibility for addressing the challenges that the market imposes on companies.&quot; Unilateral measures undermine the role of work and fail to recognize the dignity of the hard-working contributions that workers make to their businesses every day, often with hours and days, often holidays and Sundays, removed from social life and family ties.</p>
<p>Furthermore, approximately 70,000 workers in the Coop distribution system have been unable for four years to &quot;count on the legitimate and sacrosanct wage increases that their colleagues employed by companies affiliated with Confcommercio and Confesercenti have received,&quot; states the Fisascat Cisl union statement. &quot;It therefore appears unjustified and unfair that, for a purely ideological vision of their negotiating role,&quot; the union statement continues, &quot;the national associations of cooperative enterprises systematically avoid a serious discussion on the merits to renew a national labor contract for the category.&quot; This is especially true because &quot;those who claim to be a company different from others and attentive to social issues, deny the very women and men who work daily to consolidate this business model in the economy and the country fair compensation for their work.&quot;</p>

										<content:encoded><![CDATA[<p>On Wednesday, May 31, a strike called by CGIL Filcams, CISL Fisascat, and Uitltucs took place, involving structured cleaning/integrated services, collective catering, public establishments, and travel agencies.</p>
<p>&quot;The workers have demonstrated their awareness of the need to form a united front to shake up the collective bargaining agreement,&quot; explains Luca Benfenati, Secretary General of Fisascat Cisl in Ferrara, &quot;and this was demonstrated by the massive turnout for the strike that involved the 80% cleaning workers and the 60% canteen workers in the area.&quot;</p>
<p>The workers then took center stage, from 9:00 to 12:00, at the picket line at Entrance 2 of the Cona hospital, to give substance and voice to their demands.<br />

										<content:encoded><![CDATA[<p>We must avoid simplifications and hasty judgments on labor reform, and instead initiate a discussion with the government, ahead of the implementing decrees, to concretely address the problematic aspects. We cannot shirk our role as a union: achieving guarantees and protections for workers are our goals.</p>
<p>Those who strike do so for political reasons. They are trying to exploit the left&#039;s eternal divisions by exploiting workers to create new parties, which is why they are given prominence on every TV, radio, and newspaper.</p>
<p>To inform workers of the true content of the Jobs Act and the CISL&#039;s demands, the Ferrara branch of the FIM has recently organized a leaflet distribution in front of the largest companies in the Ferrara area.</p>
<p>The FIM reiterates that it is illusory to expect &quot;miraculous&quot; effects on employment from labor market regulations. Employment can only grow if investments and industrial projects are revived. The FIM already sounded the government&#039;s wake-up call on September 30th, with a demonstration in front of Parliament. Jobs are created by defending and revitalizing industry. In 10 years, there have been five labor market reforms that have created zero jobs.</p>
<p>THE JOBS ACT CONTAINS SOME POSITIVE CHOICES:</p>
<p>– overcome certain forms of precarious employment, particularly those false self-employment contracts used as a substitute for dependent employment, such as joint ventures, coordinated and ongoing collaborations, and false VAT numbers;</p>
<p>– create a universal social safety net system that also applies to workers in small businesses and self-employed workers;</p>
<p>– significant cost reductions for permanent hires. However, to have significant effects, the duration of the contract must be extended and it must be clarified that it must be additional employment;</p>
<p>– strengthening expansive solidarity contracts, in addition to defensive ones, to distribute work and encourage hiring through reduced working hours;</p>
<p>– more effective active labor policies accessible in every area of the country, through coordination between the public (mainstream and reference), private, and bilateral systems, aimed at finding employment solutions in the face of job loss.</p>
<p>AND PROBLEMATIC ASPECTS:</p>
<p>– the rules on Article 18 for new hires with contracts with increasing protections must be clarified and defined only on a transitional basis during the entry-level phase.</p>
<p>For a more careful assessment, however, it should be kept in mind that layoffs are already underway for economic reasons (600,000 from 2009 to today), and all or almost all of them were protected by Article 18.</p>
<p>– the revision of the rules on job descriptions, demotions, and remote monitoring must preserve the function of bargaining and avoid losing important aspects of worker protection.</p>
<p>– the process of reforming social safety nets must be carefully defined to avoid reducing support for workers in crisis situations and business closures.</p>
<p>FOR THESE REASONS, IT IS NECESSARY TO AVOID SIMPLIFICATIONS AND SUMMARY JUDGMENTS ON THE LABOR REFORM, AND INSTEAD TO OPEN A DISCUSSION PHASE WITH THE GOVERNMENT, IN VIEW OF THE IMPLEMENTING DECREES, TO CONCRETELY ADDRESS THE PROBLEMATIC ASPECTS. 										<content:encoded><![CDATA[<p>Scrima: “Indifferent government. All categories of public services converge on mobilization for contracts and welfare”</p>
<p>“On December 1st, public service workers will cross their arms, giving continuity to the mobilization and demonstration of November 8th”. The decision was announced by Francesco Scrima, coordinator of the Cisl Lavoro pubblico categories, who confirms “the request to the Cgil and Uil federations to converge on the date for an action that represents the natural continuation of the unitary action implemented so far”.<br />
The strike, proclaimed for the whole day of Monday 1st December, will involve both public sector workers and private sector workers who work for public services: “We will take to the streets against the indifference of the national, regional and local governments to sacrosanct demands that concern workers and citizens: renewal of employment contracts, relaunch of integrative bargaining, reorganization of administrations, of state bodies, true innovation in schools and public services, certainties for precarious workers and an end to contractual dumping in the private sector”.<br />
But the action on which the Cisl is calling all public work federations to rally does not stop at the strike: &quot;From now until December 1st, a social mobilization will begin in all territories and workplaces: the goal is to put our welfare system in a position to run and support people and communities in their greatest moment of need. Education, health, social security, assistance, security, research, employment services... cannot be changed with announcements and online consultations. Public service workers are the first to really want to innovate them.
