Rome, 5 July 2024 – After more than 40 hours of intense negotiations, the draft agreement for the renewal of the national collective agreement applied to over 400 thousand workers in the tourism, hotel accommodation, holiday village and camping sectors was signed. The agreement, in force from 1 July 2024 to 31 December 2027, was signed between the trade union organizations Filcams Cgil, Fisascat Cisl and Uiltucs and the business associations of the sector Federalberghi and Faita, both associated with Confcommercio Imprese per l'Italia.

The agreement, which will be submitted to the workers for consultation starting in the next few days, provides for a permanent pay increase of €200 at the fourth level of classification, to be re-parameterised, paid over the duration of the contract, with a total salary mass of €6,200.

Significant is the intervention on the outsourcing of room cleaning and tidying services and other services, extending the procedure for the union comparison foreseen for the first outsourcing also to the subsequent changes in contracts, guaranteeing the regulatory and economic treatment of the national contract of the sector signed by the trade unions and employers' organizations comparatively more representative of the sector. For the first time, a rule is also foreseen for the internalization of such services and the introduction of new professional profiles in the staff classification system, in response to the evolution of business organizational models.

Relaunch of second-level bargaining to be made effectively enforceable and introduction of an economic guarantee element, up to 186 euros, if, despite the presentation of a platform, an additional agreement is not defined by 31 October 2026.

The measures on gender equality are significant, with the enhancement of issues relating to equal opportunities and inclusion: the representative figure of "Equality Guarantor" has been established and a dedicated permanent Commission has been set up within the sector's Bilateral Body. Forms of participation of workers in the life of the company have also been introduced, aimed at promoting change and well-being in the workplace, also from a gender perspective.

Among the qualifying points of the agreement is the protection of parenthood, with the integration up to the achievement of 100% of the salary on the occasion of the payment of the thirteenth and fourteenth month, accrued during the periods of compulsory maternity leave and compulsory and optional paternity leave.

A new contractual framework has been defined to combat discrimination, violence and harassment, which expands protections, improving the measures provided for the support of women victims of gender-based violence, with 3 months plus an additional 3 months of paid leave at 100% for workers included in protection paths duly certified by the social services of the Municipality of residence, by anti-violence centers or by shelters.

On the contractual welfare front, the agreement establishes an increase of 3 euros in the contribution destined for the sector's supplementary health care fund, the Fast Fund. Furthermore, the penalty foreseen for companies that are not in order with the registration of workers to the fund has been strengthened, for whom, in this case, a further separate element of remuneration is triggered.

Satisfaction was expressed by the trade unions Filcams Cgil, Fisascat Cisl, Uiltucs. "This agreement represents an important step forward for the sector, also obtained thanks to the mobilization of workers. We have managed to obtain significant economic recognition and the new protections introduced demonstrate our commitment to improving living conditions and preparing the sector to face future challenges with greater equity, inclusion and for the valorization and dignity of work in the tourism, hospitality and hotel sector".

PRESS RELEASE

National Collective Bargaining Agreement for Professional Firms, Guarini: "This renewal will revitalize the sector. We must continue along this path, breathing new life into the macroeconomic role of collective bargaining."

Rome, February 19, 2024 – "A contract renewal that revitalizes the sector and finally restores purchasing power to the over 600,000 workers in professional firms and businesses, predominantly women, by establishing decent wage increases and updating the regulations to reflect industry developments and current legislation." This is how Davide Guarini, Secretary General of Fisascat Cisl, commented on the draft agreement signed with the employers' association Confprofessioni on the new National Contract for Professional Firms.

"Now we must continue along this path through collective bargaining," the union representative added, "and define the contract renewals expected by millions of workers in the market service sectors. This is a necessary step to ensure adequate working conditions in line with current labor market standards." "It is necessary to infuse new vitality into the macroeconomic function of collective bargaining. This perspective," Guarini concluded, "entails the urgent need to reformulate and strengthen the role of collective bargaining in determining wage increases that not only protect workers' purchasing power but also help support domestic consumption."

Aurora Blanca, national secretary of the CISL federation, emphasized the significant regulatory changes emerging from the agreement. "In a delicate historical period, where data depicts a reality in which women are the most vulnerable in the labor market," she stated, "the agreement aims to address this challenge, particularly evident in professional firms, a sector characterized by the prevalence of female employment." "A crucial aspect of the agreement," the union representative emphasized, "is the promotion of work-life balance, a goal achieved through the regulation of smart working. This working modality not only offers female workers greater opportunities to manage their personal and professional commitments, but also contributes to reducing gender inequality in the workplace."

Blanca also emphasized "the attention paid to parenthood," highlighting "the concrete commitment to combating the 'empty cradle' phenomenon. To address this issue, the parties have decided to invest in parenthood by improving compensation during mandatory leave. This is a fundamental step to ensure adequate support for workers who become parents, promoting a work environment that supports family life." "Also important is the recognition of each worker's individual right to training and the focus on health issues, through the establishment of a paid leave day dedicated to prevention," she added.

"Also of great value," the union representative emphasized, "is the strengthening of decentralized bargaining and the enhancement of bilateral agreements, which in this sector has always represented a form of negotiated welfare aimed at improving benefits for workers and their families, as well as for professionals." "In this sense," Blanca concluded, "the establishment of the bilateral agency's local offices, which follows up on the agreement signed between the parties in 2017, responds to the need to facilitate and expand awareness of and access to the benefits provided by bilateral agreements."

L'articolo Fisascat: COMUNICATO STAMPA sembra essere il primo su Cisl Ferrara - Confederazione Italiana Sindacati dei Lavoratori.
