<p><strong>WHAT SOCIAL POLICY DO WE WANT? </strong><strong>FOR OUR FUTURE?</strong></p>
<p>The Regional Fund and the National Fund for Non-Self-Sufficiency serve to finance social and health services aimed at people who are not self-sufficient and those who care for them.</p>
<p>The establishment of the Fund has the objective of consolidating and qualifying existing services, but also of developing new responses and interventions especially in the area of the homes of non-self-sufficient people and those with very serious disabilities. Another strategic objective of the Fund is that of equal access to services by all citizens of the region.</p>
<p>In order to maintain the resources of the Regional Fund, the Central North District Committee has chosen a policy of cuts.</p>
<p>The year 2015 will see on the one hand 35 fewer beds in agreement in accredited nursing homes, and on the other a 20% cut in the provision of care allowances, a fundamental tool for home care.</p>
<p>Faced with a significant demand for assistance, instead of thinking about a possible reorganization of services that does not put families in difficulty, the recipe that has become very fashionable in recent years is applied, that of CUTS!!!</p>
<p>For us, these political choices are unacceptable and we believe that this should not be the path to take, just as we cannot think of using the new ISEE to reduce benefits instead of redistributing them with fair criteria.</p>

										<content:encoded><![CDATA[<p>Scammers also strike in large parking lots, where they pretend to be gentlemen, making their victims believe they have lost coins from their purse.<br />
This time, however, even a mother or young woman would have fallen for it. The latest trend originated in Pavia, specifically in the parking lot of the Carrefour shopping center on Via Vigentina, a busy area and therefore a safe and easy target.<br />
The scam in question is the coin scam. The person who lost the money and documents contained in her purse was a seventy-year-old woman from Pavia. But what exactly is it? According to the woman&#039;s account, once she finished shopping, she headed for her car. She took her keys out of her purse, opened the trunk, left her groceries, opened the door, got into the driver&#039;s seat, and automatically placed her purse on the passenger seat. So far, everything was normal. But the best part came just as she was about to start the car. At this point, a man, whom she describes as &quot;short and with a southern accent,&quot; knocked on her window and pointed out that, in her haste, some coins had fallen out of her purse. The confident woman opened the door, looked out, saw several one-euro coins on the ground, and picked them up. Meanwhile, the man took advantage, grabbed her purse, and ran away. Only after picking up the coins did the woman realize she had been scammed and had been robbed. She was escorted home by the police and filed a complaint, as is standard procedure, but even the parking lot cameras were unable to identify the thief.<br />
Never trust, not just strangers, but anyone who pretends to be kind and considerate. After various scams targeting elderly people, scammers are now becoming &quot;gentlemen&quot; and even leaving you a few coins. In the past, we&#039;ve seen a wide variety of disguises: fake postmen, fake plumbers, fake police officers, fake preachers of peace and goodness, fake priests who enter under the pretext of blessing the house, fake Enel workers, fake firefighters, or even the kind gentleman who steals a purse from the cemetery and then returns it to the unfortunate woman&#039;s home, reporting the miraculous find. Once inside, he starts raiding. Now, elderly people are neither safe inside nor outside their homes. <p><strong>Pope Francis defends the elderly: “Abandoning them is a sin”</strong></p>
<p><strong>ROME - </strong>“The elderly are a wealth that cannot be ignored, but the culture of profit insists on showing the elderly as a burden, as dead weight. Not only do they not produce, but they are discarded. It is bad to see the elderly discarded: it is a sin.” During the general audience on Wednesday in St. Peter&#039;s Square, the Pope issued a warning about the condition of the elderly and the treatment that is often reserved for them within families.</p>
<p>During the audience, Pope Francis recalled an episode from when he was archbishop of Buenos Aires and visited a nursing home: “I asked a lady: how are you? How are your children? Good. Do they come to visit you? Yes, always. And when was the last time I came to visit you? At Christmas. And it was August… Eight months without a visit from your children, this is called a mortal sin, understand?”</p>
<p>“If we do not learn to treat the elderly well, that is how they will treat us,” said the Pope, who then recounted another episode off the cuff: “Once, when I was a child, my grandmother told us the story of an elderly grandfather who made a mess while eating because he could not bring the spoon with the soup to his mouth properly. The son, that is, the father of the family, had decided to move him from the common table and made a small table in the kitchen, so he would not make a bad impression when friends came for lunch or dinner. A few days later he found his little son playing with wood, a hammer and nails. &#039;What are you doing?&#039; &#039;I&#039;m making a table, Dad, so you can have it when you get old, so you can eat there.&#039; Children,” the Pontiff commented, “are more aware than we are.”</p>
<p>The elderly, the Pope continued, “are men and women, fathers and mothers who have been before us on our same path, in our same home, in our daily battle for a dignified life. They are men and women from whom we have received much. The elderly are not aliens. The elderly are us: soon, soon, inevitably anyway, even if we don’t think about it”. “A culture of profit insists on making the elderly appear as a burden, a ‘dead weight’. Not only do they not produce, but they are a burden: in short – continued Bergoglio – they should be discarded. We don’t dare say it openly, but we do it! There is something vile in this habituation to the culture of waste. We want to remove our increased fear of weakness and vulnerability; but in doing so we increase in the elderly the anguish of being poorly tolerated and abandoned”.</p>
<p>“The elderly are all a little fragile. Some, however, are particularly weak, many are alone, and marked by illness. Some depend on indispensable care and the attention of others. Will we take a step back for this? Will we abandon them to their fate? A society without proximity, where generosity and affection without compensation – even between strangers – are disappearing, is a perverse society. The Church, faithful to the word of God, cannot tolerate these degenerations. A Christian community in which proximity and generosity were no longer considered indispensable, would lose its soul with them. Where there is no honor for the elderly, there is no future for the young”</p>
