The Council of Ministers has approved the Citizen's Income decree. Let's see how it works and who can apply.
Things:
The Citizen's Income (CIT) is a benefit intended for the segment of the population below the absolute poverty threshold, which, according to the ISTAT definition, has less than €780 per month. The Citizen's Income (CIT) and the Citizen's Pension (CIT) for those over 65 are income supplements aimed at reaching this threshold. A supplementary amount will be paid to families with a disabled member.
What are the requirements:
• Italian or European Union citizenship, or a long-term residence permit. Residency in Italy for at least 10 years, of which the last two must have been continuous.
• ISEE value lower than 9,360 euros
• real estate assets, excluding the first home, 30,000 euros
• financial assets not exceeding 6,000 euros, increased by 2,000 euros for each member of the household
family and which can reach up to 20,000 for families with disabled people.
The benefit will not be available if a member of the household has resigned from their job in the 12 months prior to the request, or if a car over 1,600 cc, a motorcycle over 250 cc, or a boat has been purchased in the last two years. Prisoners and those hospitalized in a public healthcare facility (long-term care) are also excluded.
How it works:
Those who receive the benefit will be contacted by the Employment Centers and will be required to join a program to support job placement and social inclusion, following a professional retraining program by signing a "Job Agreement." They can refuse an offer a maximum of two times. The first time,
be done within 100 kilometers of the residence, the second within 250 kilometers, the third throughout Italy.
After 12 months, the first offer will also be within 250 kilometers and after 18 months throughout the country.
For families with disabled people, job offers can never exceed 250 km.
The economic benefit will be provided through a Poste Italiane prepaid card and its beneficiaries are
Electricity and gas tariff concessions extended.
Examples of benefit calculation:
• A person living alone will receive up to 780 euros per month of RdC: up to 500 euros as an income supplement plus 280 euros as a contribution towards rent (or 150 euros as a contribution towards the mortgage);
• A family of 2 adults and 2 minor children will receive up to 1,180 euros per month in RdC: up to 900 euros per month as an income supplement plus 280 euros as a rent contribution (or 150 euros as a mortgage contribution);
• A family of 2 adults, 1 adult child and 1 minor child will receive up to 1,280 euros per month
of RdC: up to 1,000 euros per month as an income supplement plus 280 euros per month as a rent contribution
(or a 150 euro contribution towards the mortgage);
• A family of 2 adults, 1 adult child and 2 minor children will receive up to 1,330 euros per month in RdC: up to 1,050 euros as an income supplement plus 280 euros as a rent contribution (or 150 euros as a mortgage contribution).
