GRANTING OF CONTRIBUTIONS IN FAVOR OF CITIZENS WHO OCCUPY PRIVATELY AND PUBLICLY OWNED HOUSING (BUT AT PRIVATE RENT) AND WHO ARE IN DEFAULT DUE TO FAILURE TO PAY RENT – INNOCENT DEFAULT.
The Emilia-Romagna Region, with its own Council Resolutions Nos. 817/2012 and 1709/2013, allocated funding to the Province and the Municipality of Ferrara for the implementation of interventions aimed at addressing the housing emergency.
The Province and the Municipality of Ferrara, with the residual economic resources of the aforementioned financing and those allocated by the Municipality with the DGC n. 88670/2014, have decided to grant contributions for a total of €300,753.65, to citizens who find themselves in a situation of blameless default in order to allow them to maintain the existing rental relationship, through the publication of PUBLIC NOTICE. The Province and the Municipality of Ferrara, through the signing of specific agreements, have delegated ACER Ferrara to carry out the management, administrative, and accounting procedures for the disbursement of these contributions to those eligible.
To remedy the situation of non-compliance with the obligation to pay the rent, a contribution equal to six months' rent will be paid directly to the owner of the property, with a maximum limit of € 3.000,00.
Pursuant to Article 2 of the Ministerial Decree of May 14, 2014, "innocent arrears" means the situation of supervening inability to pay rent due to the loss or significant reduction in the family's earning capacity due to the following causes: ordinary, extraordinary, or exceptional redundancy payments, mobility, solidarity contracts, company or union agreements involving reduced working hours, dismissal, failure to renew fixed-term contracts or atypical work, unemployment, serious illness, injury, or death of a family member, or changes in the family unit resulting in the loss of a source of income, for reasons such as separation, removal of a family member, or imprisonment.
OTHER REQUIREMENTS To obtain the contribution ARE:
- have an ISEE indicator lower than or equal to €17,154.00;
- be the tenant of privately or publicly owned accommodation, located in the Province of Ferrara, but at a private rent who have a situation of blameless default consisting of the failure to pay at least three months' rent resulting from a reduction in the family's earning capacity of at least 15% compared to the income possessed by the same family at the time of the change in employment conditions and/or the events better listed in art. 3 of the Public Notice;
- not to be the beneficiary of any housing benefit currently being paid at the time of submitting the application;
- the absence of ownership or co-ownership rights or other real rights of enjoyment on real estate for shares equal to or greater than 50% relating to residential properties located in the province of Ferrara that a member of the family unit may dispose of;
- to have held a registered residential rental agreement for at least 12 months and to have failed to pay at least 3 months' rent;
- not to be the recipient of public housing or publicly owned social housing.
TO REQUEST THE FINANCIAL BENEFIT:
it is essential to submit the application by completing exclusively the form and the attached declaration, prepared by ACER Ferrara which can be found, like the text of the PUBLIC NOTICE, on the institutional websites of the Province, the Capital Municipality and ACER Ferrara.
The first deadline for submitting applications is July 31, 2017. and must be forwarded to ACER Ferrara using the methods best indicated in the Public Notice.
Applications received after 31 July 2017, if funds are available, will be included in any updates to the ranking of those entitled to the grant, which will take place within on 11/30/2017.
