“Healthcare in Ferrara and Metropolitan Bologna in a Wide Area” is the title of the conference jointly organized by the CISL Pensioners' Federations of Ferrara and Bologna, which will take place starting at 9:00 on May 21, 2015 at the Ferrara Chamber of Commerce.
Since the Balduzzi decree, which reduced hospital beds and provided for continuity of care for chronic diseases, institutions have also decided, where possible, to shift their focus from "treating" to "caring." Indeed, Emilia-Romagna, a pioneer in this regard, had already decided to adopt this type of model in its 2004 social and healthcare plan.
But to make continuity of care possible, a network of integrated social and health services is needed at the local level, which includes, among other things, the establishment of "health centers" and "community hospitals."
There are currently four health centers operating in the province of Ferrara: Copparo, Portomaggiore, Pontelagoscuro, and Città della Salute (located at the former Sant'Anna Hospital). How are they organized? Do their operations reflect the reason for their existence?
The widespread presence of healthcare facilities will also allow us to maintain, cultivate, and invest in the clinical and healthcare excellence present in the greater Ferrara and Bologna area, connecting them mutually.
System benefits and benefits for citizens, who, with the full implementation of this healthcare plan, will be able to benefit from greater consistency in care and faster access to specialist visits and tests.
In light of the changes in senior positions at the institutions involved, we propose to establish a constructive/productive dialogue with the new figures that can increase citizen participation in the implementation of this healthcare project.
The debate will be moderated by General Secretary of the FNP-CISL Ferrara, Sergio Dalbuono, and General Secretary of the FNP-CISL Emilia Romagna, Loris Cavalletti. Numerous valuable contributions are expected: Chiara Sapigni (Health Councilor of the Municipality of Ferrara), Luca Rizzo Nervo (President of the Territorial Conference of the Bologna Metropolitan Area), Paola Bardasi (General Director of the Ferrara Local Health Authority), Tiziano Carradori (General Director of the Unife S. Anna Hospital), Maria Lazzarato (General Director of the Imola Local Health Authority), Leonardo Trombelli (President of the Unife School of Medicine), and Sergio Palmieri (General Secretary of the FNP-CISL Bologna Metropolitan Area).
The debate will conclude with a speech by Ermenegildo Bonfanti, National General Secretary of FNP-CISL, who will outline the organization's proposals for the full and efficient implementation of the integrated social and healthcare model.
