The Provincial Congress Fisascat Ferrara, held in the presence of the Regional Secretary Michele Vaghini and the Official of the National Federation Mirco Ceotto, saw the re-election of the Secretary General Luca Benfenati and the confirmation of Eva Paganini and Andrea Martelli as Secretariat.
The debate that flourished among the delegates and guests who attended to represent the various Trade Unions and Employers' Organizations, provided recurring and fertile elements in producing operational guidelines for the next four years.
At a political level, while keeping itself out of the easy populisms that are spreading in Europe and the world, Fisascat, like the Cisl as a whole, is called upon to listen to the needs and fears of its users, whether they are work-related, economic or social-assistance difficulties, and to provide answers through orientation towards services, social safety nets, Bilaterality, Pension Funds or Health Care Funds.
On the operational level, however, the "enemies" to be faced in the next mandate are identified: in the phenomenon of "voucherism", the excessive use of a tool that could have had potential but fell into the pit of the most abject exploitation of labor; in undeclared work, which vouchers have not remedied, a plague that is spreading in dramatic percentages for example in the domestic work sector or in the tourism and catering sector; in the deregulation of contracts, a bloodbath where the savings to which companies are forced cannot and must not become the Sword of Damocles over the heads of workers, nor a cut in the quality of working conditions and services offered. In this sense, cohesion with other trade union forces will be essential, to prevent autonomous unions of dubious or no representation from fueling contractual dumping at all levels.
Attention should be paid to the implications of the renewal of many National Contracts, but given the endless prolongation of the majority of negotiations, the difficulties caused to workers in the meantime should be cushioned by all means. A useful tool in this regard, to be further implemented through widespread diffusion, is Bilaterality, particularly in its income support functions. Second-level bargaining, now strongly oriented towards worker welfare, particularly in large companies, can have the same function;
The successful expansion in the Lower Ferrara area should be a stimulus to cover those areas of the Province of Este still without the presence of Fisascat operators, obviously with the fruitful collaboration of other services and other trade union categories, as has already been successfully achieved for example in Cento.
These guidelines that the Congress delivers to the new Fisascat Ferrara Secretariat, must be translated into the continuation, with the same enthusiasm demonstrated in the last four years, of a path of expansion of the offer and of the union assistance in the territory, founded on the principles of collaboration with the other trade unions and with the other services offered by the Cisl, but also on the strong contrast to the devaluation of workers' rights with every means available, hoping for the fullest collaboration of the Institutions in this regard.
