40 million euros to help families in difficulty

Applications for the 2022 Rent Contribution can be submitted.

The deadline for submitting applications is set at 12:00 on October 21, 2022

Applications can be submitted by citizens in all municipalities and unions of municipalities in the Emilia-Romagna region.

The recognized contribution is equal to 3 months' rent up to a maximum of 1,500 euros.

REQUIREMENTS:

•  Italian citizenship, citizenship of a European Union state, or citizenship of a non-EU state provided they have a residence permit for at least 1 year or for long-term stays pursuant to Legislative Decree no. 286/98 and subsequent amendments;
•  Be the holder of a regularly registered residential rental contract (excluding categories A/1, A/8, A/9) or be the holder of a contract for the assignment of accommodation owned by a housing cooperative with undivided ownership and without deferred ownership clauses;
•  Have an ordinary or current ISEE 2022 not exceeding Euro 17,154.00
•  Have an ordinary or current ISEE 2022 no higher than €35,000.00 and have had a drop in income greater than 25%.

Two rankings will be drawn up:

•  Graduatoria 1: Ordinary or current ISEE 2022 not exceeding Euro 17,154.00
•  Graduatoria 2: Ordinary or current ISEE 2022 not exceeding Euro 35,000.00 and having had a drop in income greater than 25%.

(The drop in income is proven by the current ISEE certification or by comparing the overall income of the household for ISEE purposes certified in the declarations for the years 2022 and 2021.

The following are excluded from the contribution:

•  Citizens who received similar funding in 2022 following regional resolutions regarding the "housing emergency," including those provided for by the "culpable default" fund and the "renegotiation of rental agreements" fund;
•  for ranking 1, those assigned to a Public Housing accommodation on the date of submission of the application are excluded;
•  ERP housing assignees can instead participate in the call for applications for ranking 2 (income reduction);
•  The contributions from this call cannot be combined with the portion allocated to rent from the "citizenship income".

Who can apply
Those who can apply are:
– are Italian citizens, or EU citizens, or non-EU citizens with a residence permit of at least one year
year or EC residence permit for long-term residents (formerly residence card);
– are residents of the accommodation, located in the municipality of Ferrara, to which the rental contract refers;
– have a regularly registered residential rental contract or a lease agreement
assignment for the enjoyment of a property owned by the Cooperative with the exclusion of the clause of
deferred ownership;
– have an ordinary ISEE value for social benefits relating to the family unit (expiring on
15/01/2019) not exceeding €17,154.30;
– are not assignees of public residential housing (ERP);
– do not hold a share greater than 50% of the right of ownership, usufruct, use or habitation on
accommodation located nationwide and suited to the needs of the family unit pursuant to the Ministerial Decree of 5 July
1975 (with the exception of some cases which can be consulted in the notice);
– are not entitled to a contribution for the “housing emergency”;
– are not beneficiaries, in 2018, of a contribution from the Fund for “culpable default”;
– are not beneficiaries, in 2018, of a contribution intended for individuals subjected to eviction procedures
for lease termination.

How much are the contributions?
The grant will be awarded by moving up the ranking list until the available funds are exhausted.
The contribution paid is equal to a maximum of three months' rent, for a total amount not exceeding €1,500.00.
The rent to be taken as a reference is the one reported in the rental agreement, without ISTAT revaluations.

The application must be submitted on the appropriate form and delivered by hand or sent by registered mail with return receipt by April 15, 2018 (in case of mailing, the postmark date will be considered valid) to:

The Emilia-Romagna Region, with its own Council Resolutions Nos. 817/2012 and 1709/2013, allocated funding to the Province and the Municipality of Ferrara for the implementation of interventions aimed at addressing the housing emergency.

The Province and the Municipality of Ferrara, with the residual economic resources of the aforementioned financing and those allocated by the Municipality with the DGC n. 88670/2014, have decided to grant contributions for a total of €300,753.65, to citizens who find themselves in a situation of blameless default in order to allow them to maintain the existing rental relationship, through the publication of PUBLIC NOTICE.  The Province and the Municipality of Ferrara, through the signing of specific agreements, have delegated ACER Ferrara to carry out the management, administrative, and accounting procedures for the disbursement of these contributions to those eligible.

To remedy the situation of non-compliance with the obligation to pay the rent, a contribution equal to six months' rent will be paid directly to the owner of the property, with a maximum limit of  € 3.000,00.  

Pursuant to Article 2 of the Ministerial Decree of May 14, 2014, "innocent arrears" means the situation of supervening inability to pay rent due to the loss or significant reduction in the family's earning capacity due to the following causes: ordinary, extraordinary, or exceptional redundancy payments, mobility, solidarity contracts, company or union agreements involving reduced working hours, dismissal, failure to renew fixed-term contracts or atypical work, unemployment, serious illness, injury, or death of a family member, or changes in the family unit resulting in the loss of a source of income, for reasons such as separation, removal of a family member, or imprisonment.

OTHER REQUIREMENTS To obtain the contribution ARE:

• have an ISEE indicator lower than or equal to €17,154.00;
• be the tenant of privately or publicly owned accommodation, located in the Province of Ferrara, but at a private rent who have a situation of blameless default consisting of the failure to pay at least three months' rent resulting from a reduction in the family's earning capacity of at least 15% compared to the income possessed by the same family at the time of the change in employment conditions and/or the events better listed in art. 3 of the Public Notice;
• not to be the beneficiary of any housing benefit currently being paid at the time of submitting the application;
• the absence of ownership or co-ownership rights or other real rights of enjoyment on real estate for shares equal to or greater than 50% relating to residential properties located in the province of Ferrara that a member of the family unit may dispose of;
• to have held a registered residential rental agreement for at least 12 months and to have failed to pay at least 3 months' rent;
• not to be the recipient of public housing or publicly owned social housing.

TO REQUEST THE FINANCIAL BENEFIT:

it is essential to submit the application by completing exclusively the form and the attached declaration, prepared by ACER Ferrara which can be found, like the text of the PUBLIC NOTICE, on the institutional websites of the Province, the Capital Municipality and ACER Ferrara.

The first deadline for submitting applications is July 31, 2017.  and must be forwarded to ACER Ferrara using the methods best indicated in the Public Notice.

Applications received after 31 July 2017, if funds are available, will be included in any updates to the ranking of those entitled to the grant, which will take place within on 11/30/2017.
