Access titles:

• degree in law, political, social or administrative sciences, economics and commerce;

• specialist degree diplomas (LS) 22, 64, 71, 84, 90 and 91;

• master's degrees (LM) corresponding to specialist degrees pursuant to the table attached to the Ministerial Decree of 9 July 2009.

The derogation from the aforementioned qualifications will allow participation in the competition, in the absence of the same,to administrative assistants that, on the date of entry into force of the law (Budget 2918), have completed at least three years of full-time service in the last eight in the roles of director of general and administrative services.

The competition announcement will presumably be published in the Official Journal on December 28.

Applications to participate in the competition, therefore, can be submitted, via the POLIS procedure, from December 28 to January 27, 2019.

-Is it democratic for the government to have violated popular sovereignty by proceeding imperiously through a sealed bill, placing a vote of confidence and using the instrument of blank delegations?

-Is it democratic to prevent debate and free discussion on a law on which the future of the country will depend, as has happened in the last year?

-Is it democratic to ignore the requests to be listened to by those who work and live in schools on a daily basis?

– Is it democratic to structure schools in a conflictual and competitive way, thus creating series A and series B institutions?

-Is it democratic to have evaded the requests for dialogue and consultation coming from the Trade Unions and to have ignored the largest strike in the history of schools such as that of May 5, 2015?

At this point, although we regret the lack of confrontation, we must deduce that the anger and disappointment expressed through the shouts were the painful voice of a democracy violated by months of not being listened to and not having dialogue.

Can the opportunity to stabilize your job position, dreamed of for years, turn into a dilemma and a source of anxiety?

This is what is happening these days, for many precarious school workers who, following the hiring provided for by the Renzi Government's Buona Scuola law, are forced to choose whether to leave home to move to other regions or be removed from the rankings.

On Monday afternoon, a meeting was held at the Cisl Scuola headquarters in Ferrara, attended by dozens of precarious workers, during which the hiring procedures provided for by the new law were illustrated. The meeting was requested by the secretary of the Cisl Scuola, Alessandra Zangheratti.

"The hiring - he explains - involves 4 phases: phase 0, which is not part of the extraordinary hiring plan, because it is a tail of the measure of Minister Carrozza, and provides for the coverage of the turnover; phase A, which is part of the extraordinary plan, in which the Government provides for the coverage of all the free positions at the provincial level. The problems begin with phase B, which concerns the positions that remain from the previous phases".

And it is the so-called national phase: «From Lazio onwards the rankings are exhausted. All the precarious workers who fall into this phase and decide (they are not obliged) to submit an application must do so by email by August 14. If they refuse the proposal made or do not respond to the email, they are removed from the Gae, the Graduatorie ad integrazione». In this way, explains Zangheratti, «people are faced with a dilemma: choosing whether to submit the application and abandon their family and often difficult situations such as those who have to take care of family members with disabilities, or not submit it and remain in the provincial rankings and not know what the fate of the rankings will be».

It is a choice that shocks people - explains the Cisl secretary -, also because it is not clear what the fate of these rankings will be. «On the MIUR website, the tenth FAQ (most frequently asked questions) states that 'those who do not submit an application will remain in the Gae until the rankings are abolished'. There is a feeling of great uncertainty about the fate of many people, who live this situation with anguish». Finally, phase C which - she explains - «instead concerns the reinforcement staff, that is, those teachers that each school principal can call to integrate their number of teachers». But how many teachers are there in Ferrara who, if they want to enter the role, will have to apply in the national phases? «There are 120 for nursery school, 113 for primary school, 119 for lower secondary school and 230 for upper secondary school».

Significant numbers, therefore, but behind these figures are hidden stories, of the drama experienced first-hand. One of these is that of Alessandro Mariotti, a high school teacher, who until last year taught between the “Oriani” Institute in Ferrara and the “Remo Brindisi” in Lido Estensi. “I have been teaching for 20 years,” he says, “and I have more than 200 points. I am in phase B, and for my competition class the available positions are in Chieti, Lodi, Oristano, Nuoro. I am taking advantage of law 104 because my father has serious health problems and is hospitalized in a facility. Leaving would mean abandoning him, because my mother died years ago. The absurd thing is that the position I held until last year could go to a person with fewer points than me. I am desperate, I am not only thinking about myself, but about those who have a mortgage to pay, a family; why should they give up everything and go to another region?”

The Sicilian AC teacher is experiencing a similar situation. "I've been teaching in Ferrara for 10 years. I risk having to abandon everything, leave my husband and move who knows where. I can't accept this condition, and I also have a mortgage to pay of 670 euros a month. If I move to another region I'll have to borrow the money from my family."

"The shocking thing - he concludes - was to see desperate colleagues at the meeting, crying, when a permanent placement should have been celebrated. It would have been enough to put the actual staff in phase B so that positions in the province or region would have been filled. If we understand this, why didn't the person who wrote this law think of it?"

SCHOOL RSU IN THE SQUARE TO CHANGE THE GOVERNMENT'S PROPOSALS
To all workers elected to the school RSU
Dear colleague,
The government has implemented its proposals for reforming the education system without truly engaging those who live and work in schools every day. This is a grossly presumptuous approach, which has resulted in a project that primarily generates doubts and dissent within the school system. This project often proves artificial, flawed, completely disconnected from the concrete experience of real schools, and poorly supported even by references to the most accredited pedagogical and didactic approaches.
The government decided it could do without all of this, launching its guidelines in September, which have now been incorporated—albeit with a casual change of form—in the bill submitted to Parliament. In the midst of this, a superficial consultation was held, with discussion space severely limited, reduced to the mere minutes allotted during the ministerial pilgrimages to the local areas. Neither the country nor the professional community were truly involved in sharing a project for change that is so far removed from the expectations and real needs of our schools. Meanwhile, the contract freeze once again postpones, and effectively contradicts, the commitment to restoring dignity and value to staff work.
With the mobilization that began in March, which has already seen the implementation of—in addition to the non-mandatory strike from April 9th to 18th—many significant actions at the local and national levels, the trade unions representing the education sector have set specific goals of amending the measure under discussion in Parliament through appropriate amendments, calling on political forces to discuss and make coherent decisions. This is the meaning and purpose of the demonstration held on March 25th, in which representatives of the parliamentary groups were invited to participate and spoke, discussing the proposals jointly presented by the unions.
Now is the time for the school workforce to make its voice heard directly, through those recently appointed to a union representation role, supported and legitimized by the vote of the entire sector. This is why the protagonists of the demonstration called for April 18th in Rome must be you, workers elected to the RSU of our schools.
The people elected on the lists submitted by Flc CGIL, CISL Scuola, UIL Scuola, SNALS Confsal, and Gilda FGU represent more than 90% of RSU members, and were elected in a consultation in which 80% of eligible workers participated. This unequivocal and indisputable fact allows us to rightfully say that the Italian school system will be present there, with its challenges and problems, but above all with its experience, expertise, and passion.

In the aftermath of the RSU elections that involved all public employees on March 3, 4, and 5, the CGIL expressed its "utmost satisfaction."

“We are extremely satisfied,” says Alessandra Zangheratti, General Secretary of Cisl Scuola. “This time it’s ours: Cisl Scuola in Ferrara has seen a significant increase in support, which has more than doubled compared to 2012, going from 8,711 TP3T in the last elections to 18,61 TP3T in this round.” This has made it the second largest union in the province, surpassing Snals.

“The result is incomplete,” adds Zangheratti, “since the Comprehensive Institute 2 of Argenta is missing, where the elections will have to be held again in 30 days, as the quorum of voters was not reached.”

“Furthermore,” she states, “I find the satisfaction of the CGIL, which is celebrating a -8% compared to the previous RSU elections, smiles.”

Even more striking are the numbers from the University sector, where CGIL emerged as the leading union by one vote, obtaining 153 votes against 152 for CISL Università and 99 for UIL-RUA.

Thanks go to all the candidates, elected and not elected, and to all those who contributed with their vote to support the CISL in such a challenging electoral test.
