Rome, 5 July 2024 – After more than 40 hours of intense negotiations, the draft agreement for the renewal of the national collective agreement applied to over 400 thousand workers in the tourism, hotel accommodation, holiday village and camping sectors was signed. The agreement, in force from 1 July 2024 to 31 December 2027, was signed between the trade union organizations Filcams Cgil, Fisascat Cisl and Uiltucs and the business associations of the sector Federalberghi and Faita, both associated with Confcommercio Imprese per l'Italia.

The agreement, which will be submitted to the workers for consultation starting in the next few days, provides for a permanent pay increase of €200 at the fourth level of classification, to be re-parameterised, paid over the duration of the contract, with a total salary mass of €6,200.

Significant is the intervention on the outsourcing of room cleaning and tidying services and other services, extending the procedure for the union comparison foreseen for the first outsourcing also to the subsequent changes in contracts, guaranteeing the regulatory and economic treatment of the national contract of the sector signed by the trade unions and employers' organizations comparatively more representative of the sector. For the first time, a rule is also foreseen for the internalization of such services and the introduction of new professional profiles in the staff classification system, in response to the evolution of business organizational models.

Relaunch of second-level bargaining to be made effectively enforceable and introduction of an economic guarantee element, up to 186 euros, if, despite the presentation of a platform, an additional agreement is not defined by 31 October 2026.

The measures on gender equality are significant, with the enhancement of issues relating to equal opportunities and inclusion: the representative figure of "Equality Guarantor" has been established and a dedicated permanent Commission has been set up within the sector's Bilateral Body. Forms of participation of workers in the life of the company have also been introduced, aimed at promoting change and well-being in the workplace, also from a gender perspective.

Among the qualifying points of the agreement is the protection of parenthood, with the integration up to the achievement of 100% of the salary on the occasion of the payment of the thirteenth and fourteenth month, accrued during the periods of compulsory maternity leave and compulsory and optional paternity leave.

A new contractual framework has been defined to combat discrimination, violence and harassment, which expands protections, improving the measures provided for the support of women victims of gender-based violence, with 3 months plus an additional 3 months of paid leave at 100% for workers included in protection paths duly certified by the social services of the Municipality of residence, by anti-violence centers or by shelters.

On the contractual welfare front, the agreement establishes an increase of 3 euros in the contribution destined for the sector's supplementary health care fund, the Fast Fund. Furthermore, the penalty foreseen for companies that are not in order with the registration of workers to the fund has been strengthened, for whom, in this case, a further separate element of remuneration is triggered.

Satisfaction was expressed by the trade unions Filcams Cgil, Fisascat Cisl, Uiltucs. "This agreement represents an important step forward for the sector, also obtained thanks to the mobilization of workers. We have managed to obtain significant economic recognition and the new protections introduced demonstrate our commitment to improving living conditions and preparing the sector to face future challenges with greater equity, inclusion and for the valorization and dignity of work in the tourism, hospitality and hotel sector".

Renewal of the National Collective Labour Agreement for Public Establishments, Collective Catering, Commercial and Tourism

Guarini: «With the agreement we intervene on the recovery of the purchasing power of over 1 million workers while defining an advancement of the legislation consistent with the evolution of the sector»

Rome, 5 June 2024 – "With the agreement signed today, we are finally taking action to recover the purchasing power of over a million workers in the public establishments, collective catering, commercial and tourism sectors, awaiting an economic increase from 2021, the year the previous contract expires, while at the same time defining an advancement of the legislation consistent with the evolution of the sector". This is how the general secretary of Fisascat Cisl Davide Guarini comments on the Agreement hypothesis reached today with the employers' associations of the sector Fipe Confcommercio, Legacoop Produzione e Servizi, Confcooperative Lavoro e Servizi and Agci Servizi.

Echoing him was the national secretary of the CISL federation Diego Lorenzi, who was busy at the negotiating table. "With the renewal agreement," the union representative declared, "we believe we have given appreciable answers not only from an economic point of view but also from a regulatory one, with the strengthening of welfare and primary institutions of the discipline of the employment relationship, such as the thirteenth, fourteenth, protection of parenthood and the fight against harassment in the workplace, defending the dignity of those who work in the sector and of the sector itself." "Our hope," he concluded, "is to complete with the other business associations the contractual renewals expected in the macro sector of tourism, where hundreds of thousands of other workers in the hotel and hospitality sector, the tourism industry and travel agencies are waiting for economic and regulatory answers."

Collective Catering, national strike of workers of companies adhering to ANIR and ANGEM on June 4th. State of agitation proclaimed with the blocking of all flexibility

The basis of the national mobilization called by Filcams Cgil Fisascat Cisl and Uiltucs is the warning from the two business associations to undertake any decision concerning the sector at the ongoing negotiation table for the renewal of the National Contract

Rome, May 27, 2024 – June 4 will be a day of national strike for workers employed by collective catering companies belonging to ANIR Confindustria and ANGEM. The protest, called by the trade unions Filcams Cgil, Fisascat Cisl and Uiltucs, is based on the communication received from the two employers' associations in which they warned the parties to refrain from adopting any decision concerning the collective catering sector. In the letter, the employers' associations also requested the establishment of a specific negotiating table.

The unions, which stigmatize "the instrumental and mystifying contents of the communication by Angem and Anir, aimed primarily at influencing the renewal of the Ccnl" for Public Establishments, Collective Catering, Commercial and Tourism, which expired in 2021 and applied overall to over 1 million employees, have therefore decided to start the mobilization, "to counter the position taken" by the two employers' associations on behalf of the member companies. "In an economic context still strongly compromised by the inflationary surge of recent years and the consequent increase in the cost of living - is the harsh attack of the unions - some companies are proving to be irresponsible and inconsiderate towards their employees".

“More than three years after the expiration of the Ccnl – reads a joint union statement – the Collective Catering companies associated with Anir and Angem threaten anyone who wants to reach a renewal capable of guaranteeing decent wage conditions for workers in the sector”.

“The process that has been underway for some time on issues relating to the regulatory sphere, staff classification and salary increases – the note continues – risks suffering further delays due to an irresponsible stance taken by some of the companies in the sector: Authentica Spa – Eurotourist New Spa- Dussmann Service Srl – Ladisa Srl – Serenissima Spa – Euroristorazione – Siristora Global Service – Vivenda Spa – Compass Group Italia Spa – Gruppo Elior – Genesi Srl – Pedevilla Spa – Sodexo Italia Spa – Italcatering Srl – Felsinea Ristorazione Srl – Ser Car Ristorazione Collettiva Spa – Sir Sistemi italiani di ristorazione”.

“Filcams, Fisascat and Uiltucs – the press release concludes – declare a state of agitation and a block on any form of flexibility. Paid union meetings will be called immediately at the workplace to update workers on the union actions that will be undertaken, starting with reporting to all public and private clients, in order to protect the rights of workers in the sector.

The behavior of the companies adhering to Anir and Angem cannot be tolerated! It is yet another humiliation that they want to inflict on workers!”

Rome, May 22, 2024 – The agreement for the renewal of the National Contract in the Hairdressing and Aesthetics, Tattoo, Piercing, Non-Curative Trichology, Wellness Centers area has been signed, applied to over 140 thousand workers and employees of the 60 thousand companies in the sector. At the end of a long and complex negotiation and after several mobilization initiatives, the trade unions Filcams Cgil, Fisascat Cisl and Uiltucs have reached with the employers' associations of the sector, Confartigianato Benessere-Acconciatori, Cna Unione Benessere e sanità, Casartigiani and Claai, the draft agreement of the Ccnl expired on 31 December 2022.

The agreement, effective from 1 January 2023 to 31 December 2026, defines a contractual increase of 183 euros at the 3rd level, to be re-parameterized for the others, with a total salary mass over the period of validity equal to 4,369 euros. The first installment of the salary increase of €70 will be paid with the salary for the month of May 2024; this will be followed by 3 other installments of €50, €43 and €20 paid with the salaries of January 2025, January 2026 and October 2026. To cover the contractual waiting period, a one-off lump sum of €80 will be paid, paid in two installments equal to €40, with the salaries of the months of June and July 2024.

On the classification of personnel, the article incorporates the professional figures connected to the new professional roles operating in the reference market, enhancing the skills and professionalism of the workers, to combat irregular work and provide greater job opportunities in the sector.

Also foreseen is an allowance of 100 euros for 13 months recognized to the new figure of the Technical Manager of the hairdressing and beauty areas.

The parties will establish a Joint Commission to analyze additional professional profiles for all sectors governed by the new classification system.

On the labor market, the agreement intervenes on the regulation of fixed-term contracts, implementing the current legislation, with the provision of a single reason for resorting to the institute, and on the regulation of professionalizing apprenticeships, with the inclusion of specific learning paths and the increase in the economic treatment applied starting from October 1, 2024, which passes to 70% of the table salary in the first year of apprenticeship.

The two-year seniority increase has also been recognized. The notice periods have been redefined to 20 working days for the 1st, 2nd and 3rd levels and to 15 days for the 4th level.

The parties have also reformulated the article on leave for women victims of gender violence; as a more favorable condition, the contract confirms an additional 3 months of leave in addition to the 90 days provided by law, 2 of which are paid with an economic allowance provided by the company.

Satisfaction in the union house for the signing of the agreement. "An important result obtained after an articulated and complex negotiation, also supported by the mobilization" declared Filcams Cgil, Fisascat Cisl and Uiltucs underlining "the importance of having renewed the National Contract of this sector of the craft industry in compliance with the confederal agreements, defining significant wage increases and regulatory improvements for the workers, which also represent an important advancement in the recognition of their professionalism and a qualification of the sector".

Rome, March 27, 2024 – There is a breakdown at the negotiating table for the renewal of the National Contract for Organized Modern Distribution, which expired way back in 2019 and is awaited by over 240,000 workers employed by companies associated with Federdistribuzione. The employers' association, after a long and unnerving non-stop negotiation with the trade unions Filcams Cgil, Fisascat Cisl and Uiltucs and 51 months after the signing of the first and last Ccnl for the sector, has once again lowered its mask, revealing its persistent resistance to signing contractual agreements.

An attitude that has already inflicted considerable damage on workers in the sector, as demonstrated by the previous renewal of 19 December 2018, which occurred after a 45-month delay with respect to the signing of the Ccnl TDS Confcommercio of 30 March 2015, resulting in "a net loss for workers, in the order of several thousand euros and in terms of lower wages received during the duration of the contract compared to their colleagues who, despite carrying out and operating in the same sector, were paid more significant economic treatments", the trade unions denounce in a joint note.

Filcams Cgil, Fisascat Cisl and Uiltucs, who loudly stigmatize “Federdistribuzione's intolerance towards the contracts”, have proclaimed a day of national strike for next March 30, 2024, “implemented through abstention from work for the entire work shift” and with the realization of “flash mobs near the sales points of the most representative companies in each province of the country, as well as impromptu demonstrations” at a territorial level.

The basis of the mobilization is “the irresponsibility of Federdistribuzione” in presenting “various requests aimed at sabotaging rights and guarantees currently contained in the National Collective Labor Agreement and that workers in commercial distribution have achieved at the cost of sacrifices and struggles over the last few decades”.

In detail, Filcams Cgil, Fisascat Cisl and Uiltucs point the finger at: "the introduction of uncontrolled and generalized flexibility with fixed-term contracts of indefinite duration (over 24 months!); the dismemberment of the staff classification system with the assignment of the auxiliary sales operations employee to inferior tasks such as cleaning sales areas and services (as some companies associated with Federdistribuzione illegitimately do); the elimination of all professional dignity with the under-classification of those responsible for entire complex commercial formats; the creation of a new task dedicated to the movement of goods, dragging it towards the fifth level and emptying the current provision at the fourth level, with the sole purpose of saving companies at the expense of workers". Furthermore, no availability was given to the union requests to address the issue of "Tender and outsourcing" and "franchising".

“Unrealistic demands” for the unions, “aimed solely at wrecking an already complex negotiation”, demonstrating the “pathological reluctance” of Federdistribuzione “to give the right recognition in economic terms to the employees of its associated companies”. “The negotiating scheme proposed by Federdistribuzione – the note continues – is once again to mortify the renewal of the Ccnl in a logic of exchange between a presumed willingness to provide the due salary increase (never explicitly stated in detail in the 17 hours of negotiations) in exchange for a worsening of the regulatory part that provided for the precariousness of workers through a system derogating the law and proposing the humiliation of professionalism through a lowering of the classification levels”.

“The employers’ association – is the harsh attack by Filcams Cgil, Fisascat Cisl and Uiltucs – is not satisfied with having irresponsibly abandoned for almost five years an entire category of employees struggling with an inflationary dynamic that has put the stability of their incomes to the test”. “Through an association that appears to be only capable of uncritically supporting the basest instincts of its representatives – the note continues – the companies of the Modern Organized Distribution are launching an unprecedented attack on the rights of those who work in the sector, mortifying their professionalism and ignoring their industrious and continuous contribution”.

“Against the arrogant attitude of Federdistribuzione – concludes the joint note – we need to mobilize”. The appeal is addressed to the hundreds of thousands of workers of the Modern Organized Distribution, called once again to participate in the March 30th strike and mobilization day aimed at obtaining a dignified contract renewal.

L'articolo Fisascat: COMUNICATO STAMPA sembra essere il primo su Cisl Ferrara - Confederazione Italiana Sindacati dei Lavoratori.

PRESS RELEASE

RENEWAL OF TERTIARY DISTRIBUTION AND SERVICES CONTRACTS, GUARINI: «EFFECTIVE ECONOMIC AND REGULATORY RESPONSE TO THE NEEDS OF MILLIONS OF WORKERS IN THE MAIN SECTOR OF THE ITALIAN ECONOMY»

Rome, March 22, 2024 – «The agreements for the renewal of the National Contracts for the tertiary, distribution and services sector reached today after four years with Confcommercio and Confesercenti represent an important advance in the system of trade union relations in the sector and effectively respond to the needs of millions of workers in the main sector of the Italian economy, with the recognition of adequate economic treatment that restores purchasing power to wages and with the definition of new rights and contractual protections». This is how the general secretary of Fisascat Cisl Davide Guarini comments on the draft agreements signed with the employers' associations Confcommercio and Confesercenti. «Our hope – added the trade unionist – is to continue along the path of bargaining and to renew as soon as possible the other important national contracts attributable to the tertiary macro-sector, those of modern organised distribution and cooperative distribution, where hundreds of thousands of other workers are waiting for economic and regulatory responses».

The unionist also commented on the statements of the President of the Cnel Renato Brunetta. «The invitation of the National Council of Economy and Labor to present the agreements in this important institutional venue is positive – he declared – a natural meeting place for the Social Parties and for the development of bargaining, an opportunity that we will be able to seize in the coming weeks in order to fully disseminate the contents of the renewals».

The deputy general secretary of Fisascat Cisl Vincenzo Dell'Orefice underlined that «the negotiation was complex» and that «the results achieved by it were above all the fruit of the generous contribution given to the dispute by the strike of the workers held last December 22». «The reasons for that mobilization – concluded the unionist – have finally produced a real and concrete advancement for one of the most numerous and important categories in Italy».

PRESS RELEASE

National Collective Bargaining Agreement for Professional Firms, Guarini: "This renewal will revitalize the sector. We must continue along this path, breathing new life into the macroeconomic role of collective bargaining."

Rome, February 19, 2024 – "A contract renewal that revitalizes the sector and finally restores purchasing power to the over 600,000 workers in professional firms and businesses, predominantly women, by establishing decent wage increases and updating the regulations to reflect industry developments and current legislation." This is how Davide Guarini, Secretary General of Fisascat Cisl, commented on the draft agreement signed with the employers' association Confprofessioni on the new National Contract for Professional Firms.

"Now we must continue along this path through collective bargaining," the union representative added, "and define the contract renewals expected by millions of workers in the market service sectors. This is a necessary step to ensure adequate working conditions in line with current labor market standards." "It is necessary to infuse new vitality into the macroeconomic function of collective bargaining. This perspective," Guarini concluded, "entails the urgent need to reformulate and strengthen the role of collective bargaining in determining wage increases that not only protect workers' purchasing power but also help support domestic consumption."

Aurora Blanca, national secretary of the CISL federation, emphasized the significant regulatory changes emerging from the agreement. "In a delicate historical period, where data depicts a reality in which women are the most vulnerable in the labor market," she stated, "the agreement aims to address this challenge, particularly evident in professional firms, a sector characterized by the prevalence of female employment." "A crucial aspect of the agreement," the union representative emphasized, "is the promotion of work-life balance, a goal achieved through the regulation of smart working. This working modality not only offers female workers greater opportunities to manage their personal and professional commitments, but also contributes to reducing gender inequality in the workplace."

Blanca also emphasized "the attention paid to parenthood," highlighting "the concrete commitment to combating the 'empty cradle' phenomenon. To address this issue, the parties have decided to invest in parenthood by improving compensation during mandatory leave. This is a fundamental step to ensure adequate support for workers who become parents, promoting a work environment that supports family life." "Also important is the recognition of each worker's individual right to training and the focus on health issues, through the establishment of a paid leave day dedicated to prevention," she added.

"Also of great value," the union representative emphasized, "is the strengthening of decentralized bargaining and the enhancement of bilateral agreements, which in this sector has always represented a form of negotiated welfare aimed at improving benefits for workers and their families, as well as for professionals." "In this sense," Blanca concluded, "the establishment of the bilateral agency's local offices, which follows up on the agreement signed between the parties in 2017, responds to the need to facilitate and expand awareness of and access to the benefits provided by bilateral agreements."

L'articolo Fisascat: COMUNICATO STAMPA sembra essere il primo su Cisl Ferrara - Confederazione Italiana Sindacati dei Lavoratori.

A state of strike has been declared among over 200,000 employees, with any form of flexibility banned.

Rome, November 6, 2023 – A strike is also expected in December for workers in the tourism industry awaiting the renewal of the national contract that expired in 2018, involving over 200,000 employees of large hotel chains and tour operators. The strike—with the proclamation of a state of strike, a ban on any form of flexible working hours, and a demonstration scheduled for the coming weeks—is being announced by the sector unions Filcams Cgil, Fisascat Cisl, and Uiltucs.

Paid union meetings will be held immediately in the workplace to update workers on the outcome of the negotiations and the unacceptable positions taken by the trade unions AICA and Federturismo-Confindustria, which are currently preventing the achievement of a decent renewal agreement for those working in the sector.

"More than four years after the expiration of the Tourism Contract signed by Aica-Federturismo Confindustria," the joint union statement reads, "the same employers' associations that signed the contract refuse to engage in a full discussion on wages aimed at renewing the contract."

The document emphasizes that "the sense of responsibility assumed by workers throughout the summer period, characterized on the one hand by heavy workloads and on the other by attempts to reach a resolution to the negotiations, was also disappointed at the last meeting held on October 30, 2023."

"Wage demands, aimed at securing contractual increases in line with inflation as measured by the HICP, have been completely ignored," is the unions' attack, which also criticizes the failure to comply with the inter-confederal agreements signed in 2019, which established "a functional link between the remuneration of workers and the HICP index."

"The negotiations conducted in recent months," the union statement continues, "have primarily concerned regulatory aspects, over which some uncertainties currently remain. However, the unions believe this should not jeopardize the outcome of negotiations regarding economic aspects, knowing that in 2022, as well as throughout 2023, inflation has severely eroded the purchasing power of those working in the sector."

WE ARE RIGHT WITH THE CONTRACT, IT'S TIME FOR RENEWALS!

Rome, November 3, 2023 – Workers in public establishments, collective catering, commercial catering, and tourism will also be on strike in December. The strike, called by the sector unions Filcams Cgil, Fisascat Cisl, and Uiltucs, is motivated by the failure to renew the national contract, which expired in 2021.

The protest, which began with the proclamation of a state of strike and the calling of paid union meetings in the workplace, will be supported by a freeze on all forms of flexible working hours and a national initiative to be held in the coming weeks at a date and location to be determined. Over 1 million workers are involved in the dispute, employed by 330,000 businesses in the sector, including bars, restaurants, fast food outlets, pastry shops, canteens, company stores, and companies supplying prepared meals and canteens, which operate primarily under contract in hospitals, schools, factories, and offices.

The unions are pointing the finger at the delaying attitude of the employers' associations that signed the national sector bargaining agreement—Fipe, Angem, Legacoop Produzione e Servizi, Confcooperative Lavoro e Servizi, and Agci Servizi—which currently prevents the reaching of a decent renewal agreement for those who work in the sector.

"The sense of responsibility with which Filcams, Fisascat, and Uiltucs have approached discussions on issues relating to the regulatory scope of the National Collective Bargaining Agreement in recent months," a joint union statement reads, "has left room for diverse reflections, especially at the last meeting, where the employers' associations proved deaf to the demands of over a million workers in the sector."

"In addition to refusing to recognize union demands for wage increases calculated based on the inter-confederal agreements signed by the parties and in line with the calculation of inflation measured by the HICP index, net of imported energy products," the joint statement continues, "the employers' associations have put forward several proposals that risk having a significant impact on workers' wages."

In particular, the unions firmly reject the demands put forward by their counterparts regarding "seniority increases, reductions in ROL, neutralization of the effects of increases on the thirteenth and fourteenth month's pay, reduction of the sick leave period in the accident-to-sickness ratio, revision of notice periods, and apprenticeships," just some of the unacceptable proposals presented to the negotiating table. "These demands sound like yet another humiliation inflicted on workers!" is the unions' attack, criticizing the position of employers' associations, "blind to the wage emergency currently underway in our country; a real emergency that is severely compromising the wages of workers in this sector. Added to all this is a worrying breakdown within the employers' associations that signed the contract, which we believe should not and cannot be paid by others. This situation requires a clear response."

"Over a million workers," the union statement concludes, "cannot submit to the demands of employers' associations that view the renewal of the National Collective Bargaining Agreement as a variable dependent solely on their own economic and organizational interests, demonstrating complete indifference to the needs and concerns of those who have given so much over the years to both businesses and the country."

WE ARE RIGHT WITH THE CONTRACT, IT'S TIME FOR RENEWALS!
