COUNCILLOR PAGLIA IS CATEGORIC, IN ORDER TO SAFEGUARD THE WORKERS AND THE SURVIVAL OF THE COMPANY, IT IS NECESSARY TO WITHDRAW OR SUSPEND THE DISMISSAL PROCEDURE.

No one expected it to be the decisive day for a dispute that promises to be long-winded, but from the August 3 meeting at the Emilia Romagna Region—requested by the regional CGIL, CISL, and UIL unions as soon as they learned of the layoffs—a firm institutional position emerged, fully supporting the workers' demands. A unanimous chorus was raised not only by Giovanni Paglia, Regional Councilor for Labor, but also by the Municipality and the Province of Ferrara, represented respectively by Councilor Angela Travagli and Vice President Alessandro Guaraldi.

The regional director also expressed his hope, shared by the social partners, that the Italian and European governments will soon implement legislation to address the increasingly frequent speculation by foreign funds targeting even healthy companies, as in this case.

Having established that the US fund Lone Star's position is to liquidate the company as it is not profitable enough to be profitably resold, all the stakeholders at the table agreed that finding a buyer willing to acquire Coperion and the highly professional staff of its employees will take longer than the collective dismissal procedure would require. The Italian company management itself has estimated the end of next March as a reasonable deadline to complete the current orders, a deadline that the social and institutional parties want to reach with all the staff still in force, without losing departments such as sales, which appear to have been sidelined by the’impasse current.

Not only to find the buyer, but also to verify the solidity and quality of the offer (in terms of safeguarding of personnel and permanence in the territory), the appointment of a advisor as has already happened in recent times with other “corporate crises”, a term which in this specific case jars annoyingly with the profits obtained by Coperion on the balance sheet.

Filcams Cgil, Fisascat Cisl, and Uiltucs Uil hope to receive this and other answers on Wednesday the 5th, at the next meeting with the company, which promises to be intense, also due to the strike initiatives already announced.

FILCAMS CGIL, FISASCAT CISL AND UILTUCS RELAUNCH THE MOBILIZATION: MAYORS, REGIONS AND LOCAL INSTITUTIONS INVOLVED IN SUPPORT OF WORK IN MUNICIPAL PHARMACIES AND OF THE PROFESSIONALISM OF THE SECTOR

Wednesday 17th it will go off national strike of the workers of the Special Pharmacies proclaimed by the trade union organizations Filcams Cgil, Fisascat Cisl and Uiltucs for the entire day.

The dispute stems from the renewal of the national collective bargaining agreement signed with Assofarm, which expired on December 31, 2024 and applies to over 6,000 pharmacists and collaborators of municipal pharmacies.

The mobilization comes after a lengthy negotiation that failed to produce satisfactory economic and regulatory results, and after the failure of the cooling-off and conciliation procedure provided for by current legislation.

At the heart of the dispute is the recovery of wage purchasing power, the valorization of professionalism, and the recognition of the increasingly central role played by public pharmacy workers in the provision of service pharmacies and local healthcare.

In anticipation of the strike, trade unions are promoting awareness-raising initiatives and discussions with regional, municipal, and local institutions across the country, ensuring full understanding that the ongoing dispute concerns not only the renewal of the national contract, but the very future of specialty pharmacies and the network of community services. This network has assumed an increasingly central role in community care in recent years, expanding its activities and functions. This has not been adequately reflected in the economic and professional conditions of workers in the sector, so much so that it is now struggling to attract new professionals.
For Filcams Cgil, Fisascat Cisl, and Uiltucs, the dispute over the adjustment of working conditions directly affects the quality, stability, and credibility of an essential public institution, increasingly called upon to respond to the health and community needs of citizens.

“"Promoting work in public pharmacies," declared Filcams Cgil, Fisascat Cisl, and Uiltucs, "means defending a vital health and social service for local communities. For this reason, we are calling on Assofarm to reopen discussions that will allow us to quickly provide concrete responses to the needs of workers and adequately value their role.".

The strike of the June 17th will affect the entire work shift in compliance with the rules governing the exercise of the right to strike in essential public services, and will be accompanied by Ferrara by a picket in Piazza Municipio from 10 to 12, as well as by leafleting at individual pharmacies aimed at informing users about the reasons for the dispute.

As a result of the above, there may be disruptions in the provision of services at municipal pharmacies.

Pharmacy workers will be on strike on June 17th. The national strike, called by the trade unions Filcams Cgil, Fisascat Cisl, and Uiltucs, is based on the stalemate in negotiations for the renewal of the National Collective Bargaining Agreement, which expired on December 31, 2024 and applies to the more than 6,000 employees of companies managed or controlled by local authorities, operating pharmacies, parapharmacies, pharmaceutical wholesale warehouses, and pharmaceutical laboratories.

The mobilization, called after the state of unrest, follows the failure of the cooling-off and conciliation procedure provided for by the law on strikes in essential public services. The unions denounce the lack of adequate responses from Assofarm, both financially and regulatoryly, in response to the demands jointly advanced in the platform of demands presented for the contract renewal.

At the heart of the protest is the recovery of purchasing power from wages, which have been severely impacted by inflation, along with recognition of the professionalism and skills of pharmacists and all other professionals working for companies that manage specialty pharmacies. In recent years, these professionals have been called upon to support the evolution of service-based pharmacy, with increasingly broader activities and responsibilities in the area of community healthcare.

For Filcams Cgil, Fisascat Cisl, and Uiltucs, the negotiations have not made any significant progress, despite numerous meetings and the unions' willingness to continue the discussions.

The proposals put forward by the employers are deemed insufficient with respect to the needs of the sector and inconsistent with the important social function performed daily by pharmacists and municipal pharmacy workers.

“"The mobilization is necessary given Assofarm's unwillingness to recognize wage increases and regulatory solutions consistent with the cost of living, the professional skills available in the sector, and the working environment in which pharmacists and specialty pharmacy workers operate," declared Filcams Cgil, Fisascat Cisl, and Uiltucs jointly. The national strike on June 17 will involve the entire work shift and will be accompanied by local initiatives and demonstrations in support of the dispute.

Rome, 5 July 2024 – After more than 40 hours of intense negotiations, the draft agreement for the renewal of the national collective agreement applied to over 400 thousand workers in the tourism, hotel accommodation, holiday village and camping sectors was signed. The agreement, in force from 1 July 2024 to 31 December 2027, was signed between the trade union organizations Filcams Cgil, Fisascat Cisl and Uiltucs and the business associations of the sector Federalberghi and Faita, both associated with Confcommercio Imprese per l'Italia.

The agreement, which will be submitted to the workers for consultation starting in the next few days, provides for a permanent pay increase of €200 at the fourth level of classification, to be re-parameterised, paid over the duration of the contract, with a total salary mass of €6,200.

Significant is the intervention on the outsourcing of room cleaning and tidying services and other services, extending the procedure for the union comparison foreseen for the first outsourcing also to the subsequent changes in contracts, guaranteeing the regulatory and economic treatment of the national contract of the sector signed by the trade unions and employers' organizations comparatively more representative of the sector. For the first time, a rule is also foreseen for the internalization of such services and the introduction of new professional profiles in the staff classification system, in response to the evolution of business organizational models.

Relaunch of second-level bargaining to be made effectively enforceable and introduction of an economic guarantee element, up to 186 euros, if, despite the presentation of a platform, an additional agreement is not defined by 31 October 2026.

The measures on gender equality are significant, with the enhancement of issues relating to equal opportunities and inclusion: the representative figure of "Equality Guarantor" has been established and a dedicated permanent Commission has been set up within the sector's Bilateral Body. Forms of participation of workers in the life of the company have also been introduced, aimed at promoting change and well-being in the workplace, also from a gender perspective.

Among the qualifying points of the agreement is the protection of parenthood, with the integration up to the achievement of 100% of the salary on the occasion of the payment of the thirteenth and fourteenth month, accrued during the periods of compulsory maternity leave and compulsory and optional paternity leave.

A new contractual framework has been defined to combat discrimination, violence and harassment, which expands protections, improving the measures provided for the support of women victims of gender-based violence, with 3 months plus an additional 3 months of paid leave at 100% for workers included in protection paths duly certified by the social services of the Municipality of residence, by anti-violence centers or by shelters.

On the contractual welfare front, the agreement establishes an increase of 3 euros in the contribution destined for the sector's supplementary health care fund, the Fast Fund. Furthermore, the penalty foreseen for companies that are not in order with the registration of workers to the fund has been strengthened, for whom, in this case, a further separate element of remuneration is triggered.

Satisfaction was expressed by the trade unions Filcams Cgil, Fisascat Cisl, Uiltucs. "This agreement represents an important step forward for the sector, also obtained thanks to the mobilization of workers. We have managed to obtain significant economic recognition and the new protections introduced demonstrate our commitment to improving living conditions and preparing the sector to face future challenges with greater equity, inclusion and for the valorization and dignity of work in the tourism, hospitality and hotel sector".

Rome, 5 June 2024 – "With the agreement signed today, we are finally taking action to recover the purchasing power of over a million workers in the public establishments, collective catering, commercial and tourism sectors, awaiting an economic increase from 2021, the year the previous contract expires, while at the same time defining an advancement of the legislation consistent with the evolution of the sector". This is how the general secretary of Fisascat Cisl Davide Guarini comments on the Agreement hypothesis reached today with the employers' associations of the sector Fipe Confcommercio, Legacoop Produzione e Servizi, Confcooperative Lavoro e Servizi and Agci Servizi.

Echoing him was the national secretary of the CISL federation Diego Lorenzi, who was busy at the negotiating table. "With the renewal agreement," the union representative declared, "we believe we have given appreciable answers not only from an economic point of view but also from a regulatory one, with the strengthening of welfare and primary institutions of the discipline of the employment relationship, such as the thirteenth, fourteenth, protection of parenthood and the fight against harassment in the workplace, defending the dignity of those who work in the sector and of the sector itself." Collective Catering, national strike of workers of companies adhering to ANIR and ANGEM on June 4th. State of agitation proclaimed with the blocking of all flexibility

The basis of the national mobilization called by Filcams Cgil Fisascat Cisl and Uiltucs is the warning from the two business associations to undertake any decision concerning the sector at the ongoing negotiation table for the renewal of the National Contract

Rome, May 27, 2024 – June 4 will be a day of national strike for workers employed by collective catering companies belonging to ANIR Confindustria and ANGEM. The protest, called by the trade unions Filcams Cgil, Fisascat Cisl and Uiltucs, is based on the communication received from the two employers' associations in which they warned the parties to refrain from adopting any decision concerning the collective catering sector. In the letter, the employers' associations also requested the establishment of a specific negotiating table.

The unions, which stigmatize "the instrumental and mystifying contents of the communication by Angem and Anir, aimed primarily at influencing the renewal of the Ccnl" for Public Establishments, Collective Catering, Commercial and Tourism, which expired in 2021 and applied overall to over 1 million employees, have therefore decided to start the mobilization, "to counter the position taken" by the two employers' associations on behalf of the member companies. "In an economic context still strongly compromised by the inflationary surge of recent years and the consequent increase in the cost of living - is the harsh attack of the unions - some companies are proving to be irresponsible and inconsiderate towards their employees".

“More than three years after the expiration of the Ccnl – reads a joint union statement – the Collective Catering companies associated with Anir and Angem threaten anyone who wants to reach a renewal capable of guaranteeing decent wage conditions for workers in the sector”.

Rome, May 22, 2024 – The agreement for the renewal of the National Contract in the Hairdressing and Aesthetics, Tattoo, Piercing, Non-Curative Trichology, Wellness Centers area has been signed, applied to over 140 thousand workers and employees of the 60 thousand companies in the sector. At the end of a long and complex negotiation and after several mobilization initiatives, the trade unions Filcams Cgil, Fisascat Cisl and Uiltucs have reached with the employers' associations of the sector, Confartigianato Benessere-Acconciatori, Cna Unione Benessere e sanità, Casartigiani and Claai, the draft agreement of the Ccnl expired on 31 December 2022.

The agreement, effective from 1 January 2023 to 31 December 2026, defines a contractual increase of 183 euros at the 3rd level, to be re-parameterized for the others, with a total salary mass over the period of validity equal to 4,369 euros. The first installment of the salary increase of €70 will be paid with the salary for the month of May 2024; this will be followed by 3 other installments of €50, €43 and €20 paid with the salaries of January 2025, January 2026 and October 2026. To cover the contractual waiting period, a one-off lump sum of €80 will be paid, paid in two installments equal to €40, with the salaries of the months of June and July 2024.

On the classification of personnel, the article incorporates the professional figures connected to the new professional roles operating in the reference market, enhancing the skills and professionalism of the workers, to combat irregular work and provide greater job opportunities in the sector.

Also foreseen is an allowance of 100 euros for 13 months recognized to the new figure of the Technical Manager of the hairdressing and beauty areas.

The parties will establish a Joint Commission to analyze additional professional profiles for all sectors governed by the new classification system.

On the labor market, the agreement intervenes on the regulation of fixed-term contracts, implementing the current legislation, with the provision of a single reason for resorting to the institute, and on the regulation of professionalizing apprenticeships, with the inclusion of specific learning paths and the increase in the economic treatment applied starting from October 1, 2024, which passes to 70% of the table salary in the first year of apprenticeship.

The two-year seniority increase has also been recognized. The notice periods have been redefined to 20 working days for the 1st, 2nd and 3rd levels and to 15 days for the 4th level.

The parties have also reformulated the article on leave for women victims of gender violence; as a more favorable condition, the contract confirms an additional 3 months of leave in addition to the 90 days provided by law, 2 of which are paid with an economic allowance provided by the company.

Satisfaction in the union house for the signing of the agreement. "An important result obtained after an articulated and complex negotiation, also supported by the mobilization" declared Filcams Cgil, Fisascat Cisl and Uiltucs underlining "the importance of having renewed the National Contract of this sector of the craft industry in compliance with the confederal agreements, defining significant wage increases and regulatory improvements for the workers, which also represent an important advancement in the recognition of their professionalism and a qualification of the sector".
