<p>At the end of 2024, the Cisl of Ferrara promoted an in-depth study on the Lower Ferrara Internal Area, which it commissioned to the Research, Documentation and Economic Social Studies Center (CDS), to analyze and understand, as best as possible, the situation of that portion of our territory which is, economically and demographically, more fragile.</p>
<p><strong>The study, which is very detailed and well supported by data, takes into consideration some important aspects such as:</strong></p>
<p>the evolution of the demographic picture in the period 2020-2024 and the population projection for 2030-31 in the Internal Area and in the province of Ferrara, inserted in the broader regional context.</p>
<p>It is worth noting that, in this regard, a<strong>deepening the investigation through the adoption of the Municipal Fragility Index</strong>, the definition of which is: the exposure of a territory to risks of natural and anthropogenic origin, as well as to critical conditions connected with the main socio-demographic and economic-productive characteristics.</p>
<p>Furthermore, the evolution of the labour market and the occupational structure at local level and the situation of the economic-productive system and the level of income were considered.</p>
<p>The study also focused on local welfare, analyzed through the expenditure allocated by the Municipalities of the Lower Ferrara Internal Area for social services (up to 2021), and the current provision of the main public services attributable to the Welfare State and referable only to the Internal Area.</p>
<p>Finally, the medium-long term socio-economic development prospects for the Lower Ferrarese Internal Area are examined, with particular reference to public investments in social infrastructures, financed by the PNRR, Cohesion Policy and SNAI.</p>
<p>The study, which will be the subject, in the future, of the necessary and appropriate updates, after being presented and discussed within the bodies of the Cisl Ferrarese, is, today, made available to all those who are interested in learning more about the topic of the Internal Area and for this reason it has been published on our website and we have created a QR code that refers in a simple and direct way to the presentation document.</p>

<p><strong>Rome, 5 July 2024 –</strong> After more than 40 hours of intense negotiations, the draft agreement for the renewal of the national collective agreement applied to over 400 thousand workers in the tourism, hotel accommodation, holiday village and camping sectors was signed. The agreement, in force from 1 July 2024 to 31 December 2027, was signed between the trade union organizations Filcams Cgil, Fisascat Cisl and Uiltucs and the business associations of the sector Federalberghi and Faita, both associated with Confcommercio Imprese per l&#039;Italia.</p>
<p>The agreement, which will be submitted to the workers for consultation starting in the next few days, provides for a permanent pay increase of €200 at the fourth level of classification, to be re-parameterised, paid over the duration of the contract, with a total salary mass of €6,200.</p>
<p>Significant is the intervention on the outsourcing of room cleaning and tidying services and other services, extending the procedure for the union comparison foreseen for the first outsourcing also to the subsequent changes in contracts, guaranteeing the regulatory and economic treatment of the national contract of the sector signed by the trade unions and employers&#039; organizations comparatively more representative of the sector. For the first time, a rule is also foreseen for the internalization of such services and the introduction of new professional profiles in the staff classification system, in response to the evolution of business organizational models.</p>
<p>Relaunch of second-level bargaining to be made effectively enforceable and introduction of an economic guarantee element, up to 186 euros, if, despite the presentation of a platform, an additional agreement is not defined by 31 October 2026.</p>
<p>The measures on gender equality are significant, with the enhancement of issues relating to equal opportunities and inclusion: the representative figure of &quot;Equality Guarantor&quot; has been established and a dedicated permanent Commission has been set up within the sector&#039;s Bilateral Body. Forms of participation of workers in the life of the company have also been introduced, aimed at promoting change and well-being in the workplace, also from a gender perspective.</p>
<p>Among the qualifying points of the agreement is the protection of parenthood, with the integration up to the achievement of 100% of the salary on the occasion of the payment of the thirteenth and fourteenth month, accrued during the periods of compulsory maternity leave and compulsory and optional paternity leave.</p>
<p>A new contractual framework has been defined to combat discrimination, violence and harassment, which expands protections, improving the measures provided for the support of women victims of gender-based violence, with 3 months plus an additional 3 months of paid leave at 100% for workers included in protection paths duly certified by the social services of the Municipality of residence, by anti-violence centers or by shelters.</p>
<p>On the contractual welfare front, the agreement establishes an increase of 3 euros in the contribution destined for the sector&#039;s supplementary health care fund, the Fast Fund. Furthermore, the penalty foreseen for companies that are not in order with the registration of workers to the fund has been strengthened, for whom, in this case, a further separate element of remuneration is triggered.</p>
<p>Satisfaction was expressed by the trade unions Filcams Cgil, Fisascat Cisl, Uiltucs. &quot;This agreement represents an important step forward for the sector, also obtained thanks to the mobilization of workers. We have managed to obtain significant economic recognition and the new protections introduced demonstrate our commitment to improving living conditions and preparing the sector to face future challenges with greater equity, inclusion and for the valorization and dignity of work in the tourism, hospitality and hotel sector&quot;.</p>

<p><strong>Rome, 5 June 2024 – </strong>&quot;With the agreement signed today, we are finally taking action to recover the purchasing power of over a million workers in the public establishments, collective catering, commercial and tourism sectors, awaiting an economic increase from 2021, the year the previous contract expires, while at the same time defining an advancement of the legislation consistent with the evolution of the sector&quot;. This is how the general secretary of Fisascat Cisl Davide Guarini comments on the Agreement hypothesis reached today with the employers&#039; associations of the sector Fipe Confcommercio, Legacoop Produzione e Servizi, Confcooperative Lavoro e Servizi and Agci Servizi.</p>
<p>Echoing him was the national secretary of the CISL federation Diego Lorenzi, who was busy at the negotiating table. &quot;With the renewal agreement,&quot; the union representative declared, &quot;we believe we have given appreciable answers not only from an economic point of view but also from a regulatory one, with the strengthening of welfare and primary institutions of the discipline of the employment relationship, such as the thirteenth, fourteenth, protection of parenthood and the fight against harassment in the workplace, defending the dignity of those who work in the sector and of the sector itself.&quot; &quot;Our hope,&quot; he concluded, &quot;is to complete with the other business associations the contractual renewals expected in the macro sector of tourism, where hundreds of thousands of other workers in the hotel and hospitality sector, the tourism industry and travel agencies are waiting for economic and regulatory answers.&quot;</p>

<p>Rome, May 27, 2024 – June 4 will be a day of national strike for workers employed by collective catering companies belonging to ANIR Confindustria and ANGEM. The protest, called by the trade unions Filcams Cgil, Fisascat Cisl and Uiltucs, is based on the communication received from the two employers&#039; associations in which they warned the parties to refrain from adopting any decision concerning the collective catering sector. In the letter, the employers&#039; associations also requested the establishment of a specific negotiating table.</p>
<p>The unions, which stigmatize &quot;the instrumental and mystifying contents of the communication by Angem and Anir, aimed primarily at influencing the renewal of the Ccnl&quot; for Public Establishments, Collective Catering, Commercial and Tourism, which expired in 2021 and applied overall to over 1 million employees, have therefore decided to start the mobilization, &quot;to counter the position taken&quot; by the two employers&#039; associations on behalf of the member companies. &quot;In an economic context still strongly compromised by the inflationary surge of recent years and the consequent increase in the cost of living - is the harsh attack of the unions - some companies are proving to be irresponsible and inconsiderate towards their employees&quot;.</p>
<p>“More than three years after the expiration of the Ccnl – reads a joint union statement – the Collective Catering companies associated with Anir and Angem threaten anyone who wants to reach a renewal capable of guaranteeing decent wage conditions for workers in the sector”.</p>
<p>“The process that has been underway for some time on issues relating to the regulatory sphere, staff classification and salary increases – the note continues – risks suffering further delays due to an irresponsible stance taken by some of the companies in the sector: Authentica Spa – Eurotourist New Spa- Dussmann Service Srl – Ladisa Srl – Serenissima Spa – Euroristorazione – Siristora Global Service – Vivenda Spa – Compass Group Italia Spa – Gruppo Elior – Genesi Srl – Pedevilla Spa – Sodexo Italia Spa – Italcatering Srl – Felsinea Ristorazione Srl – Ser Car Ristorazione Collettiva Spa – Sir Sistemi italiani di ristorazione”.</p>
<p>“Filcams, Fisascat and Uiltucs – the press release concludes – declare a state of agitation and a block on any form of flexibility. Paid union meetings will be called immediately at the workplace to update workers on the union actions that will be undertaken, starting with reporting to all public and private clients, in order to protect the rights of workers in the sector.</p>
<p>The behavior of the companies adhering to Anir and Angem cannot be tolerated! It is yet another humiliation that they want to inflict on workers!”</p>

<p><strong>Rome, May 22, 2024</strong> – The agreement for the renewal of the National Contract in the Hairdressing and Aesthetics, Tattoo, Piercing, Non-Curative Trichology, Wellness Centers area has been signed, applied to over 140 thousand workers and employees of the 60 thousand companies in the sector. At the end of a long and complex negotiation and after several mobilization initiatives, the trade unions Filcams Cgil, Fisascat Cisl and Uiltucs have reached with the employers&#039; associations of the sector, Confartigianato Benessere-Acconciatori, Cna Unione Benessere e sanità, Casartigiani and Claai, the draft agreement of the Ccnl expired on 31 December 2022.</p>
<p>The agreement, effective from 1 January 2023 to 31 December 2026, defines a contractual increase of 183 euros at the 3rd level, to be re-parameterized for the others, with a total salary mass over the period of validity equal to 4,369 euros. The first installment of the salary increase of €70 will be paid with the salary for the month of May 2024; this will be followed by 3 other installments of €50, €43 and €20 paid with the salaries of January 2025, January 2026 and October 2026. To cover the contractual waiting period, a one-off lump sum of €80 will be paid, paid in two installments equal to €40, with the salaries of the months of June and July 2024.</p>
<p>On the classification of personnel, the article incorporates the professional figures connected to the new professional roles operating in the reference market, enhancing the skills and professionalism of the workers, to combat irregular work and provide greater job opportunities in the sector.</p>
<p>Also foreseen is an allowance of 100 euros for 13 months recognized to the new figure of the Technical Manager of the hairdressing and beauty areas.</p>
<p>The parties will establish a Joint Commission to analyze additional professional profiles for all sectors governed by the new classification system.</p>
<p>On the labor market, the agreement intervenes on the regulation of fixed-term contracts, implementing the current legislation, with the provision of a single reason for resorting to the institute, and on the regulation of professionalizing apprenticeships, with the inclusion of specific learning paths and the increase in the economic treatment applied starting from October 1, 2024, which passes to 70% of the table salary in the first year of apprenticeship.</p>
<p>The two-year seniority increase has also been recognized. The notice periods have been redefined to 20 working days for the 1st, 2nd and 3rd levels and to 15 days for the 4th level.</p>
<p>The parties have also reformulated the article on leave for women victims of gender violence; as a more favorable condition, the contract confirms an additional 3 months of leave in addition to the 90 days provided by law, 2 of which are paid with an economic allowance provided by the company.</p>
<p>Satisfaction in the union house for the signing of the agreement. &quot;An important result obtained after an articulated and complex negotiation, also supported by the mobilization&quot; declared Filcams Cgil, Fisascat Cisl and Uiltucs underlining &quot;the importance of having renewed the National Contract of this sector of the craft industry in compliance with the confederal agreements, defining significant wage increases and regulatory improvements for the workers, which also represent an important advancement in the recognition of their professionalism and a qualification of the sector&quot;.</p>

<p><strong>Rome, March 27, 2024</strong> – There is a breakdown at the negotiating table for the renewal of the National Contract for Organized Modern Distribution, which expired way back in 2019 and is awaited by over 240,000 workers employed by companies associated with Federdistribuzione. The employers&#039; association, after a long and unnerving non-stop negotiation with the trade unions Filcams Cgil, Fisascat Cisl and Uiltucs and 51 months after the signing of the first and last Ccnl for the sector, has once again lowered its mask, revealing its persistent resistance to signing contractual agreements.</p>
<p>An attitude that has already inflicted considerable damage on workers in the sector, as demonstrated by the previous renewal of 19 December 2018, which occurred after a 45-month delay with respect to the signing of the Ccnl TDS Confcommercio of 30 March 2015, resulting in &quot;a net loss for workers, in the order of several thousand euros and in terms of lower wages received during the duration of the contract compared to their colleagues who, despite carrying out and operating in the same sector, were paid more significant economic treatments&quot;, the trade unions denounce in a joint note.</p>
<p>Filcams Cgil, Fisascat Cisl and Uiltucs, who loudly stigmatize “Federdistribuzione&#039;s intolerance towards the contracts”, have proclaimed a day of national strike for next March 30, 2024, “implemented through abstention from work for the entire work shift” and with the realization of “flash mobs near the sales points of the most representative companies in each province of the country, as well as impromptu demonstrations” at a territorial level.</p>
<p>The basis of the mobilization is “the irresponsibility of Federdistribuzione” in presenting “various requests aimed at sabotaging rights and guarantees currently contained in the National Collective Labor Agreement and that workers in commercial distribution have achieved at the cost of sacrifices and struggles over the last few decades”.</p>
<p>In detail, Filcams Cgil, Fisascat Cisl and Uiltucs point the finger at: &quot;the introduction of uncontrolled and generalized flexibility with fixed-term contracts of indefinite duration (over 24 months!); the dismemberment of the staff classification system with the assignment of the auxiliary sales operations employee to inferior tasks such as cleaning sales areas and services (as some companies associated with Federdistribuzione illegitimately do); the elimination of all professional dignity with the under-classification of those responsible for entire complex commercial formats; the creation of a new task dedicated to the movement of goods, dragging it towards the fifth level and emptying the current provision at the fourth level, with the sole purpose of saving companies at the expense of workers&quot;. Furthermore, no availability was given to the union requests to address the issue of &quot;Tender and outsourcing&quot; and &quot;franchising&quot;.</p>
<p>“Unrealistic demands” for the unions, “aimed solely at wrecking an already complex negotiation”, demonstrating the “pathological reluctance” of Federdistribuzione “to give the right recognition in economic terms to the employees of its associated companies”. “The negotiating scheme proposed by Federdistribuzione – the note continues – is once again to mortify the renewal of the Ccnl in a logic of exchange between a presumed willingness to provide the due salary increase (never explicitly stated in detail in the 17 hours of negotiations) in exchange for a worsening of the regulatory part that provided for the precariousness of workers through a system derogating the law and proposing the humiliation of professionalism through a lowering of the classification levels”.</p>
<p>“The employers’ association – is the harsh attack by Filcams Cgil, Fisascat Cisl and Uiltucs – is not satisfied with having irresponsibly abandoned for almost five years an entire category of employees struggling with an inflationary dynamic that has put the stability of their incomes to the test”. “Through an association that appears to be only capable of uncritically supporting the basest instincts of its representatives – the note continues – the companies of the Modern Organized Distribution are launching an unprecedented attack on the rights of those who work in the sector, mortifying their professionalism and ignoring their industrious and continuous contribution”.</p>
<p>“<strong>Against the arrogant attitude of Federdistribuzione</strong> – concludes the joint note – <strong>we need to mobilize</strong>”.
