CONCLUSIVE DOCUMENT

The organizational assembly of the Ferrara Territorial Union – Lega Distretto Centro Nord met at the IAL headquarters on May 29, 2015, in the presence of the FNP/CISL Territorial Secretary of Ferrara.

The report by League Secretary Flavio Rabar first addressed the organizational issue of transforming Leagues into Local Union Representatives, with divisions at the zonal, intermunicipal, or municipal levels. This would enhance their presence in the local area, foster closer contact with members and all pensioners, and engage them directly with criticism, proposals, and innovative ideas, ultimately increasing FNP/CISL membership.

In the coming months, it will be the task of the Lega Centro Nord to define the practical implementation methods for the establishment, and optimal functioning, of the RLS.

The presentation also touched on issues of general interest, particularly healthcare, highlighting the difficulty of accessing non-urgent care: months-long waits for scheduled hospitalizations, specialist visits, and diagnostic tests. Furthermore, the report highlighted the danger that the planned review of the Essential Levels of Assistance (LEA) could lead to further cuts in healthcare. Social and healthcare interventions are closely linked to healthcare, and the planned reduction of 35 beds in affiliated nursing homes and the reduction in care allowances are viewed with concern. Families, already burdened by a heavy and constantly increasing tax burden, are burdened with additional costs, resulting in difficulties.

The CISL Services system and their proper functioning are essential for proselytism, along with welcoming those who turn to us. Furthermore, close contact with ANTEAS, which needs to be strengthened, is an opportunity to raise awareness of FNP/CISL among all those who contact the Volunteer Association.

The Constitutional Court's ruling, declaring the failure to adjust pensions exceeding three times the minimum for the years 2012/2013 unlawful, must be fully implemented.

The debate shared and expanded on the report's themes, deeming the reorganization into RLSs essential, with the necessary involvement of the UST, Categories, and Services; also to refine consensus on the issue (of concern not only to pensioners) of healthcare and social health services, which must also take into account the significant passive mobility, particularly towards the Veneto region.

The debate subsequently focused on proselytism—where "rewards" for individual leaders or activists are not considered appropriate—and on how it is closely linked to services and their proper functioning.

Members have reported difficulty with the specific registration request for certain activities (e.g., Sicet, Adiconsum). This situation, debated for decades, is difficult to resolve; only innovative ideas and proposals (which anyone can submit) that do not impact overall functionality can resolve the problem.

The importance of ANTEAS is recognized, with its valuable, appreciated, and esteemed work, which should be promoted more widely at various levels of the CISL, including through membership in the Volunteer Association.

Following the Constitutional Court's ruling, we agree with the national FNP/CISL document and instruct the secretariat to prepare a specific agenda.

The Assembly fully agrees with the following assessment by the National General Secretary of the FNP/CISL, Ermenegildo Bonfanti, in the report presented to the General Council in Rome on 18/19 November 2014:

 

……one senses a plan to divide the country, pitting young people against workers and pensioners in a sort of war between the poor, by a political class that represents and protects the powers of finance and the economy.
