Dear delegates,

with the categories of School and all Public Employment we have proclaimed a strike for December 1st that, by demanding the contractual renewals of this important sector of the world of work, gives substance to the role and fundamental function of the union. A strike for whose success and visibility all the territorial and regional structures of the Cisl are committed to ensuring maximum support.

It is unacceptable that a contract is still blocked, despite six years having passed since the last renewal; it is unacceptable that so many workers are denied the possibility of a discussion on the transformations that, in times of such rapid change, affect their professionalism; it is unacceptable the hostility, the contempt, the arrogance with which those who work in the public sector have been treated for too long.

The reasons and objectives of the strike are the same ones that saw the conclusion of a first phase of mobilization with a large demonstration on November 8, which indicated the renewal of the contract as the credible response for an attention that cannot be made only of words and announcements. A request advanced clearly, firmly and responsibly, by the workers and their representative organizations.

A request that the government, in the meeting of November 17, unlike other aspects, did not want to take into consideration at all. Hence the necessary and inevitable response of the strike that could and should have been united. This was not the case because others did not consider it worthwhile to give the issue of public work the same centrality that allowed to set up and follow widely shared paths of mobilization.

The forcing of wanting to bring the dispute back into contexts in which the existence of different evaluations and choices was known to all, forced us to identify the date of December 1st for the proclamation of a strike that for us was essential, whose strong reasons could not, at this stage, be confused and dispersed with others.

Trade union pluralism, which is part of our country's history and culture, requires everyone to be able to experience even the moments in which differences prevail, as difficult but nevertheless useful passages to identify the common and strong points that unite us in the defense of work and its protections.

Warm regards

Rome, November 21, 2014
